Duties
This position is located in the Office of Native American Programs (ONAP), Office of Public and Indian Housing (PIH), Department of Housing and Urban Development (HUD). The Office of Public and Indian Housing ensures safe, decent, and affordable housing, creates opportunities for residents' self-sufficiency and economic independence, and assures the fiscal integrity of all program participants.
The Senior Tribal Liaison Officer for Native American Programs serves as a key source of expertise within the Department regarding all HUD programs for American Indians and Alaska Natives. In this capacity, the Liaison Officer serves as the principal advisor to the Deputy Assistant Secretary (DAS) for ONAP and other principal Departmental staff. The incumbent is responsible for, and is regularly involved in, the development and implementation of the major policies, procedures, and guidelines for all aspects of the assigned programs. The responsibilities of ONAP involve major Departmental policies and operations.
Major Duties:
The incumbent is primarily responsible for providing expertise on the many complex issues around federal Indian housing policy and more generally federal Indian law and policy. The incumbent will lead coordination of Tribal relations and intergovernmental affairs in HUD's Office of Native American Programs (ONAP) on behalf of HUD. The position is highly facilitative requiring focus and flexibility, while working actively behind the scenes to solve complex problems. The incumbent will be privy to political, personnel and management philosophies. As the Senior Tribal Liaison Officer for ONAP, the incumbent:
Serves as senior advisor and provides recommendations to the Deputy Assistant Secretary (DAS) on matters that involve Tribal sovereignty and self-determination, Tribal consultations and related-training, Tribal housing, health and safety issues, intergovernmental diplomacy, treaty and trust responsibilities, and associated law, policy and regulation.
Spearheads the expansion of HUD and ONAP programming and services to new geographic locations and to new Tribal nations. This includes identifying associated funding needs for the expansion. Looks for new opportunities with agencies that promote ONAPs mission and seek to strategically leverage federal dollars to assist Tribes.
Regarding internal accounting, this position will develop a system for obtaining feedback from Tribes on ONAP's programming and goals. In addition, the incumbent will liaise with area-ONAP offices and headquarters, other HUD programs and other federal agencies to establish feedback loops and establish programming and Tribal consultation best practices.
Represents ONAP externally to entities such as the HUD Tribal Intergovernmental Advisory Committee, Tribal Budget Task Force (OMB), Tribal Funding Reform Task Force, and HUD's Congressional and Intergovernmental Relations (CIR), and may serve as an agency liaison to the White House and other federal agencies, etc.: this position would represent ONAP on its activities related to Tribal sovereignty and self-determination, Tribal consultation, intergovernmental diplomacy, treaty and trust responsibilities, and associated law, policy and regulation.
The position leads the Department in identifying potential need for consultation on changes in programs that have an impact on Tribal communities. The incumbent ensures that the nation-to-nation consultation is conducted within the parameters of HUDs Tribal Consultation Policy and that Tribes are consulted prior to the drafting of any policy or rules, as required in HUD's policy.
Analyzes and provides reports on ONAP's programs and services including any applicable Executive Orders (EO) and Presidential Memorandums. In addition, leads the coordination of the Department's implementation of EO across the entirety of HUD, ensuring that benchmarks and time frames set by the White House are met and adhered to along with HUD's compliance of EO requirements.
Performs a wide range of special assignments focusing on promoting self-determination through the development and/or revision of ONAP's internal operations, programming, and services.
Conducts high level meetings on a broad spectrum of topics of interest, including health and safety, and on a wide array of topics. Works with high level officials to ensure that resulting decisions and policies are implemented in an effective and timely manner.

Qualifications
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit a written narrative addressing each MTQ separately, not to exceed one (1) page per MTQ. You must fully address each MTQ to be rated for further consideration. To meet the minimum qualifications for this position, candidates must possess a minimum of one year of specialized experience at or equivalent to grade level GS-15. Specialized experience is defined as the demonstrated ability to perform the duties of the position, including progressively broad and complex experience directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) below.

Mandatory Technical Qualifications (MTQs):
MTQ1 - Demonstrated experience administering the provision of housing assistance to Indian housing authorities and tribes under HUD's Indian housing assistance programs.
MTQ2 - Demonstrated experience providing expertise in complex issues around federal Indian housing policy and more generally federal Indian law and policy.
MTQ3 - Demonstrated experience with matters that involve Tribal sovereignty and self-determination, Tribal consultations and related-training, Tribal housing, health and safety issues, intergovernmental diplomacy, treaty and trust responsibilities, and associated law, policy and regulation.
Time-in-grade requirements do not apply to SL positions. Qualification requirements must be met by the closing date of this announcement.
