The primary purpose of this position is to serve as the 365th Intelligence, Surveillance, and Reconnaissance Group, Human Resources Manager and Staff Analyst supporting the 365 ISRG Nellis AFB, NV; 15 IS Joint Base Langley-Eustis, VA; 51 IS Shaw AFB NC; 57 IS Joint Base San Antonio-Lackland, TX; 526 IS Nellis AFB Nevada, NV and 547 IS Nellis AFB, NV.
Duties
DUTY 1: Coordinates, organizes and directs personnel matters for the 365 ISRG Commander.
DUTY 2: Advises commanders, supervisors, and managers on civilian personnel issues involving organizations that have a wide range of professional, administrative, and highly technical positions.
DUTY 3: Studies the structure, programs and/or functions of Group organizations with interrelated work processes and advises or proposes solutions to improve processes and maximize mission accomplishment and resources utilization.
DUTY 4: Oversees Group deployment activities.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information, other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs.

- This position has been designated by the Air Force as a Testing Designated Position under the Air Force Civilian Testing Program identified by security clearance requirement. Employee must pass initial and periodic short notice drug testing.

Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of the fundamental principles, practices, and techniques of personnel management, standardized research techniques, and analytical and problem solving methods including knowledge of DCIPS, DPMAP, HAF, HQ AFPC, and OPM personnel rules, regulations and procedures.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the fundamental principles, practices, and techniques of personnel management, standardized research techniques, and analytical and problem-solving methods including knowledge of DCIPS, DPMAP, HAF, HQ AFPC, and OPM personnel rules, regulations and procedures.
2. Knowledge and skill in the application of DoD, Joint, and USAF management principles, concepts, methodologies and directives, concepts, procedures, guidance, and policy.
3. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options of organizations.
4. Knowledge of DoD and AF military assignment systems, applications, principles, procedures, and operations and knowledge of the organization and functional responsibilities of the wing, its operations and procedures including knowledge of a wide range of federal and agency deployment/mobilization concepts, principles, practices, procedures, regulations, and laws applicable to the full range of UDM responsibilities.
5. Knowledge of one or more information management areas, e.g. records, forms, directives, correspondence, and/or mail and ability to gather assemble, and analyze facts, draw conclusions, devise recommended solutions, and prepare briefings, papers, or reports suitable for top management use and decision making.
6. Ability to communicate orally and in wiring, and to present briefings to senior staff, ability to plan and organize work to meet deadlines and ability to use computer and use word processing, spreadsheets, database software, office automation tools and techniques to include automated civilian personnel systems and computer applications, principles, procedures, and operations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
