This position is located in the Bureau of Administration, Global Operations, Logistics Operations Directorate, Office of Diplomatic Pouch and Mail (DPM), and provides mail services to Bureaus and offices in Washington, domestic field offices, and Posts worldwide. Additionally, the DPM Office manages spend plans, ICASS and DP funding, lines of effort and metrics, policies, and processes for unclassified and classified pouch and Diplomatic Post Offices.
Duties
Serves as the Director and senior logistics specialist providing expert advice, technical guidance, and management of all official and personal unclassified and classified mail program operations.
Plans and assigns work to be accomplished by subordinate supervisors and employees, gives advice and counsel to senior management leaders, interviews and selects candidates for positions, and identifies development and training needs for leaders.
Directs, evaluates, plans, coordinates, and integrates the efforts of the Divisions material management and customer service operations to achieve effective logistics support for complex Department programs.
Performs budgeting, forecasting, and funds control used to provide mail services
Performs budgeting, forecasting, and funds control used to administer domestic logistics support.
Formulates and implements long-range plans, program objectives, and policy guidance for secure logistics operations.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.

Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with logistical operations, developing strategy deadlines and priorities.
Experience formulating and implementing plans, programs objectives and policy guidance for receiving, processing and shipping mail.
Experience developing budget estimates and justifications for additional funding.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

Ability to adjust to change, work pressures, or difficult situations without undue stress.
