This position is located in the Bureau of Administration, Deputy Assistant Secretary for Acquisition, Office of Enterprise Management and Solutions, Enterprise Data Systems & Analytics Division (A/OPE/EMS/EDSA). The position is dual hatted as Chief of the Enterprise Data Systems & Analytics Division and a senior logistics specialist, advisor and authoritative consultant on a wide range of mission critical business management programs and activities that fall under the purview of A/OPE.
Duties
Serves as a senior logistics functional expert, developing system policy, methods, and plans for integrated logistics support of Department systems, commercial equipment and automated systems equipment.
Coordinates with staff, as applicable, to identify specific automation needs to streamline business processes to ensure that new applications meet the needs of the user(s) and integrate seamlessly into the core software.
Provides expert advice, guidance, and support to the EMS Managing Director and Deputy Assistant Secretary on policy formulation, implementation and evaluation of the Department's logistics issues involved in acquisition and procurement operations.
Plans and assigns work to be accomplished, setting priorities for subordinates and tailoring assignments based on the nature and complexity of work, working conditions and employee training needs.
Develops and implements policies, practices and procedures; conducts short and long-range program planning for overall goals and objectives in response to changes in funding and/or manpower levels, policy changes, and legislative changes.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Specialized Experience: Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with acquisition and management process to support IT life-cycle logistics program management and planning.
Experience developing and implementing policies and long-range plans, goals and objectives, applying new concepts to resolve logistics and automation-based issues.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
