This position is located in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the General Counsel, located in Washington, District of Columbia.

Duties

The purpose of the position is to serve as a Legislative Reference Specialist who will plan, direct, and provide comprehensive technical, operations, and analytical support to the Office of the General Counsel (OGC), Legislative Division (GCL) in a wide range of administrative and legislative areas. Areas of responsibility may include, but are not limited to, workload management; files, records, and document management; internal control systems; informational technology (IT) and library services; management and communication of legislative clearance documents and review processes; and independent evaluation of legislative material and responses to intra-agency and OMB clearance requests.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-12: You must possess at least one year of specialized experience equivalent to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing at least (3) of the (5) duties listed below: Managing legislative or other records. Maintaining comprehensive records systems. Utilizing electronic systems and databases to track legislative or other clearance processes. Reviewing Congressional bills, testimony, and other similar material for distribution. Preparing and retaining cross-indexed list of contents. GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing at least (3) of the (5) duties listed below: Managing legislative or other records. Reviewing legislative materials received from external oversight bodies to determine impact on assigned program areas. Analyzing legislative materials in reference to an organization's policies and objectives. Utilizing electronic systems and databases to track legislative or other clearance processes. Reviewing Congressional bills, testimony, and other similar material for distribution. Documenting Experience: IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
