The primary purpose of this position is responsible for the clerical and technical duties related to the admission, in-processing, out-processing, issuing of Common Access Cards (CAC) and Identification (ID) cards, records management, and transportation of International Military Students (IMSs).

Duties

Admits and in-processes international military and government students. Verifies all documentation and determines eligibility requirements, including authorized privileges and training authorizations. Performs review of students' Invitational Travel Orders (ITOs), passport, visa, and medical records to ensure they are procedurally correct and that the documentation is sufficient. Manages operational support reports, data and logs, and serves as the primary source of information on policies and regulations pertaining to the code of conduct of international military students. Analyzes results and recommends changes to the student's code of conduct handbook, admission procedures, and operational instructions. Coordinates welcome, transportation, and lodging of newly arrived International Military Students (IMSs); provides ground transportation to the airport and for local off-base medical and testing appointments; out processes and coordinates ground transportation for departing students. Retrieves and reviews database reports showing incoming student data to determine a reception plan and transportation for students in accordance with DLIELC established guidelines. Processes ID card requests and retrieves ID cards when primary Pass and ID clerks are unavailable or out of the office. Verifies all documentation and determines eligibility requirements, including authorized privileges and areas of access, prior to issuing ID and CACs to all IMSs and their authorized dependents, all unit active duty and retired US military personnel and their dependents, and all unit DoD civilian employees. Supports security and safety. Conducts facility, fire and security checks for the operations building. Identifies and responds to security and safety issues which may affect IMSs and staff populace.

  • Employee is required to work uncommon tours of duty including nights, holidays, and weekend shifts. The DLIELC student admission center operates on a 24-hour, 7-day a week basis
  • Ability to operate a 15-passenger vehicle. Must have appropriate state license and insurance
  • Employee may be subject to random drug testing due to vehicle operation requirement
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use
  • The incumbent must have the ability to type a minimum of 40 WPM
  • Must be able and willing to submit to a background investigation to verify suitability for employment

Qualifications

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. GENERAL EXPERIENCE: Applicants must have at least one (1) year of general experience. Examples of general experience includes progressively responsible clerical, office, or other work that indicates my ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. OR EDUCATION: Successfully completed two years of education above the high school level obtained in an accredited business, secretarial, or technical school, junior college, college, or university. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of pertinent administrative and clerical directives and procedures. Ability to resolve issues when necessary. 2. Knowledge of safety and security regulations, practices and procedures. 3. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, graphs and engraving material. 4. Knowledge of routine business procedures to include administrative functions such as distributing mail, answering the telephone, managing an appointment calendar, maintaining files/office forms, ordering supplies, and receiving visitors. 5. Ability to communicate effectively orally and in writing, using tact and courtesy while adhering to USAF standards. 6. Ability to interact effectively with international students from over 100 different countries and be sensitive to their various cultural backgrounds. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
