Duties

As a Sustainable Buildings Program Manager within the Office of Management Services, some of your specific duties will include: Directs the USGS Sustainable Buildings Program ensuring compliance with federal sustainability policies and tracking progress toward environmental goals to include working with federal agencies, bureaus, and stakeholders to promote sustainability and developing new initiatives to address emerging sustainability challenges. Leads sustainability assessments and incorporates sustainable practices into building design and operations to include developing policies and action plans that promote the adoption of new sustainability programs contributing to USGS's long-term environmental and energy goals. Leads the USGS Comprehensive Condition Assessments (CCA) Program overseeing activities, schedules, budgets, and compliance with Department of the Interior guidance, while collaborating with other bureaus and offices to integrate program objectives, track progress, and report on outcomes that contribute to broader departmental priorities. Provides expert technical oversight for the USGS Comprehensive Condition Assessments (CCA) Program ensuring that condition assessments align with established standards, reviewing contract deliverables for compliance with building codes, and coordinating with other bureaus and departmental offices to ensure consistency and meet program goals. Maintains or obtains required certifications (e.g., Federal Acquisition Certification for Contracting Officer's Representative (FAC COR), Federal Acquisition Certification for Program and Project Managers (P/PM), Certified Energy Manager CEM)) while actively pursuing ongoing professional development to stay current with industry trends, regulations, and emerging technologies.

Definitions: EXPERIENCE: One year of work experience is twelve months working full-time (at least 35-40 hours per week). Part-time experience can be pro-rated (i.e., a year at 20 hours per week is credited as 6 months of experience). If your position consisted of mixed duties, experience credit is given for the percentage of time that you spent on qualifying duties (i.e., if you held a position for 2 years, full-time, consisting of 25% personnel work and 75% budget work, and then applied for a budget position you could calculate your experience as follows: 2 yrs = 24 months. 24 months x 75% [percentage of time spent on budget duties] = 18 months of qualifying experience.) EDUCATION: One year of full-time academic study is 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school. This education must have been successfully completed and obtained in an accredited business, technical school, college or university for which high school graduation or the equivalent was a prerequisite. GRADUATE EDUCATION: In the absence of specific graduate program information, a year of graduate education is 18 semester hours or 27 quarter hours of graduate level college course work, or the number of credit hours the school attended has determined to represent 1 year of full time study. This education must have been obtained in an accredited college or university. Basic Requirements for General Engineer, GS-0801: Applicants must meet the requirements outlined in either A or B below to satisfy the basic requirements for General Engineer, all grade levels. Completed the requirements for a bachelor`s or higher degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Possess a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (1) Professional registration or licensure; (2) Written Test; (3) Specified academic courses -- successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; (4) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Basic Requirements for Architect, GS-0808: Applicants must meet the requirements outlined in either A or B below to satisfy the basic requirements Architect, all grade levels. Possess a degree in architecture, or related field which includes 60 semester hours of course work in architecture or related disciplines and includes as a minimum: (1) 30 semester hours in architectural design: and (2) 6 semester hours in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. Possess a combination of education in arts and sciences underlying professional architecture and experience in design and construction or improvement of buildings AND one of the following: (1) degree in architectural engineering provided the completed course work provides the knowledge, skills, and abilities substantially equivalent to an architecture degree; OR (2) One year of experience performing architectural work for each year short of graduation from a program of study in architecture. For GS-13: Applicants must meet the following to qualify for the GS-13 level: One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-12 level in the Federal service. Examples of GS-12 level work include: responsible for supporting the lifecycle management of sustainable building programs, initiatives, and condition assessments for facilities; works closely with leadership and cross-functional teams to assist in efforts to optimize operational costs, reduce environmental impact, and ensure facilities align with sustainability goals all while maintaining compliance with relevant policy, regulations, and industry standards; assists in preparing financial analyses, technical reports, and forecasts to inform decision-making and ensure efficient resource use while enhancing sustainability and compliance with environmental regulations; supports the Sustainable Buildings Program by providing technical expertise and guidance on sustainable facilities management; collaborates with bureau management, engineering teams, facility managers, and contractors to address operational challenges, improve program performance, and ensure compliance with sustainability regulations and policies; assists in developing cost-effective, environmentally responsible strategies for ongoing operations and maintenance (O&M) and facilities projects including contributing to multi-year planning, budgeting, and adherence to local, state, and federal sustainability mandates; participates in technical working groups, supports staff mentorship, and represents the organization in industry forums to promote best practices in sustainable building management, regulatory compliance, and continuous improvement in facility performance.
