Duties

You will serve as SUPERVISORY IT SPECIALIST (NETWORK) in the TACTICAL MESSAGING BRANCH (ESP12), TRANSPORT SERVICES DIVISION (ESP1), ENTERPRISE SERVICES and PLANS DEPT (ESP) at NAVAL NETWORK WARFARE COMMAND. You will supervise and direct the analytical and technical work assigned to the Tactical Messaging Branch. You will practice sound internal position management for the efficient, effective and economical use of personnel resources, approve and disapprove leave, establish work plans, and resolution of problems concerning tactical messaging. You will exercise full support of the EEO program and ensure equal opportunity for team members regarding all aspects of personnel management, training, recognition and work assignments. You will promote an efficient and effective organization by communicating and implementing key Department of the Navy (DON) and NAVNETWARCOM policies, requirements and initiatives. You will handle the operations of Command and Control Official Information Exchange, Common User Digital Information Exchange, Fleet Message Exchange, Nova, Nuclear Command, Control, and Communications Hybrid Solution messaging systems. You will oversee interpretive guidance and direction given to messaging service providers as it relates to naval messaging operations and enterprise level customer support. You will participate in various working groups to include the U.S. Military Command, Control, Communications, and Computers Executive Board working group, integrated process teams, and other meetings at the Echelon I, II, and III level. You will provide guidance for messaging system operations with Navy, Army, Air Force, Marines, DOD Joint Staff, USCG, Navy Marine Corps Intranet, DISA’s Organizational Messaging Service, National Gateway Center, and DOD Agencies. You will review and validate naval messaging requirements and manage projects to ensure continued responsiveness to users’ current and anticipated requirements.

  • MSP/PPP applicants must currently hold the required security clearance.
  • This is a Cyberspace Workforce position, work role code 411, proficiency level BASIC, the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1. Examples of experience demonstrating this competency include: Adopting or modifying guideline and procedures when situations are not covered. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Researching trends and patterns, and deviating from traditional methods to implement new and improved communication methods and procedures. communications methods and procedures. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Providing advice, guidance and direction for all Naval Messaging services, tactical messaging operational matters and agencies requests as assigned by the Division Officer. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Recommending disciplinary action involving employees, establishing employee performance standards, evaluating employee performance, providing counseling for employees, and participating in the development of Individual Development Plans (IDPs). In addition to my experience demonstrating the four competencies above, I have qualifying experience such as: -Experience initiating personnel actions for promotions, awards, training, and interviewing candidates for vacant positions. -Experience ensuring messaging IT infrastructure and systems are operating under established design criteria and providing required level of service to customers. -Experience determining Root Cause Analysis (RCA) on messaging critical issues. -Experience gathering, assembling, analyzing, and devising solutions to provide seamless IT operational readiness. This position is within the Work Category SUPERVISION AND MANAGEMENT at Work Level FULL-PERFORMANCE, Series and Grade GG-2210-13.
