These positions are located in Accounting Operations Center - AOC, Herndon, VA - in the Receipts and Debt Management Team and the Payment & Travel Management Team.
The employee assists higher grade financial analysts and/or accountants in the performance of any aspect of the full range of financial and accounting work.

Duties
The major duties of the Financial Specialist include, but are not limited to, the following:
Participate in the planning and performance of financial management studies that involve the analysis of various accounting and administrative processes, i.e., Accounts Payable, Deposit, Accounts Receivable and/or Travel Management functions in support of internal controls and management excellence.
Review and enter a variety of information and accounting data into financial systems timely and accurately.
Plan, organize, perform duties and complete assignments in compliance with Federal and organizational guidelines, policies, legal and regulatory requirements.
Analyze and examine financial data, accounts, process flows and reports to identify and resolve abnormal transactions, errors, and/or discrepancies in support of various accounting functions and customer needs.
Maintain effective working relationships and communications with the internal and external customers.
Duties will be developmental in nature when filled below the full performance level.
Qualifications
All qualifications must be met by the closing date of this announcement-12/19/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-07 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: 1) Reviewing, entering, analyzing, and reconciling financial information and/or accounting data for validity, completeness and accuracy on work assignments encompassed in accounts receivable and/or accounts payable functions. 2) Performing a full range of financial and accounting duties in accordance with legal and statutory requirements. 3) Responding to internal and external customers regarding financial operations and/or accounting-related issues and/or inquiries. You must include hours per week worked.

EDUCATION: Successful completion of at least one full year of graduate level education, or a bachelor's degree with superior academic achievement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of months of specialized experience divided by 12 months. Then take the number of months of related graduate level education and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
To qualify for this position at the GS-09 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: 1) Reviewing, entering, analyzing, and reconciling financial information and/or accounting data for validity, completeness and accuracy on work assignments encompassed in accounts receivable and/or accounts payable functions. 2) Performing a full range of financial and accounting duties in accordance with legal and statutory requirements. 3) Responding to internal and external customers regarding financial operations and/or accounting-related issues and/or inquiries. 4) Providing technical support and advice to the team leads and supervisors on abnormal accounts and/or transactions for corrective actions. 5) Generating and/or downloading financial system reports and/or files for reconciliation to support month-end, year-end closing, customer, and management needs.

EDUCATION: Successful completion of a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D. if related to the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. You must include transcripts.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
