This position is part of the Interior Business Center (IBC), Financial Management Directorate (FMD), IBC FMD Functional Support Division. The incumbent will be in a supervisory position in the Functional Support Division, Interior Business Center, Office of the Secretary, Department of the Interior. The incumbent will be a subject matter expert on Federal acquisitions management systems, including Oracle's Contract Lifecycle Management and PRISM.
Duties
Plan, assign, monitor and review/approve work tasks relating to operations and maintenance support of automated acquisition management systems for a team of financial system analysts.
Analyze, design, develop, and test automated acquisition management systems with regulatory and client unique requirements.
Interact with new or existing clients to establish and support system requirements, procedures, and solutions for the acquisition management systems.
Recommend enhancements, changes, and modifications to systems to meet changing and diversified needs of clients.
Provide functional direction and technical guidance to assigned team members.
Qualifications
At the GS-14 level, you must meet the following qualification:One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes utilizing acquisition management systems and expertise in applying federal procurement laws and regulations, including: 1. Implementing or maintaining acquisition management systems (perform ongoing requirements gathering; and systems operations and maintenance to include configuration and system testing): 2. Applying procurement law and regulations in accordance with the Federal Acquisitions Regulations (FAR) to develop or adjust business processes; and 3. Serve as an advisor on all matters relating to acquisition management systems.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
Education
Education cannot be substituted for specialized experience.
