The position is located in the Procurement and Administrative Services Division, Office of the Executive Director, Bureau of Educational and Cultural Affairs. The incumbent of this position is to assist with the oversight and execution of advanced acquisition management functions, providing expertise in federal contracting and serving as an advisor on all aspects of acquisition lifecycle and associated processes.
Duties
Incumbent serves as the Procurement Branch Team Lead within ECA/EX/PAS.
Assist with the oversight and execution of advanced acquisition management functions, providing expertise in federal contracting and serving as an advisor on all aspects of the acquisition Lifecyle and associated processes.
Responsible for ensuring appropriate coordination of functions to achieve specific tasks, produce work products and services, and meet program and production goals.
Provides oversight for the Bureau's Contracting Officer Representatives (COR) and Government Technical Monitors (GTM).
Continuously monitors and evaluates assigned team operations and provides ideas, suggestions, proposals, and plans that would improve and enhance services provided by the Division to the supervisor.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with the preparation of a wide range of procurement documents.
Experience coordinating and liaising with acquisitions and program officials on acquisition functions.
Experience assisting with the evaluation of procurement and acquisition pre- and post-award processes.
There is no substitute of education for specialized experience for the GS-13 position.
