The Office of Facilities provides CSOSA expertly managed workspace and building operating solutions that best meets the agency's overall needs. Facilities acquires leased workspace, designs the workspace to agency requirements, acquires the furniture and special equipment, and provides overall project management.
Duties
Provides expert level portfolio and asset management, planning, analysis, and guidance for major assets, actions, strategic plans, business objectives/direction, as well as program and financial analysis of portfolio and asset management activities in the region. Serves as an expert asset manager in realty portfolio and asset management, providing advice, analysis, guidance, policy development, and planning for CSOSA assets.
The incumbent uses an expert understanding of the impact of current and projected demand for space among CSOSA's customers and the local real estate marketplace. Develops strong working relationships with senior representatives of the CSOSA's client agencies, major private sector providers (including developers, owners, A&E firms) as well as state and local governments and officials.
Manages and evaluates major centrally managed grants, cooperative agreements, and contracts in the area of business, commercial, industrial, and micro-industry. Prepares concept papers and background analyses for new activities and drafts Project Identification documents, Project Papers, project evaluation summaries, and other project documentation.

Specialized Experience:
Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes: Develop plans,standards and agreements for space occupancy, interior design, security, and telecommunications. Develop and maintains project schedules, plans and specifications and ensures completeness and accuracy. Observe and investigate projects at all stages to identify problems, report potential problems and advise management of optimum changes in order to solve problems.
Time-in-Grade Requirement:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.
