About the Position: As a Procurement Analyst, GS-1102-13, you will contribute enterprise-wide acquisition training, data analysis and special project support to Headquarters, Army Installation Management Command.. Under the supervision of the Chief, Plans, Policy and Training Branch, you will be part of a team of contracting professionals dedicated to supporting 104 Army installations around the globe.
Duties
Serves as Acquisition Advisor to senior staff and 104+ installations world-wide for a wide range of contract management and oversight projects directed by higher headquarters, the Commanding General, or other senior leaders.
Defines and implements new acquisition excellence initiatives, contracting efficiencies, and streamlined business processes.
Gathers, evaluates and synthesizes data relevant to the organization, mission priorities, and formulates innovative acquisition reform and business initiatives leading to improved contract management.
Provides acquisition guidance and training to stakeholders across the IMCOM enterprise on cost management and improving contract portfolio oversight.
Promotes understanding of contract requirements development and acquisition trends by means of briefing, training, personal contact, and correspondence with stakeholders.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification or Contracting Professional Certification within 36 months of entrance on duty.
- Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- Business Travel required 10% of the time.

In order to qualify, you must meet the education and experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Developing command policy for Procurement/Contracting programs 2) Conducting compliance audits on pre/post award documents to assist with identifying contract cost drivers and 3) Utilizing contracting data business intelligence systems in Pre/Post Award contracting functions.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
