This position is located in the Legal Division, Office of General Counsel, Office of Executive Secretary of the Federal Deposit Insurance Corporation in Washington, D.C.
Salary reflects a pay cap for this position of $275,000.
Duties
Provides direct supervision of the Supervisory Counsel and Assistant Executive Secretary who serves as the FDIC Board Operations Manager, and Assistant Administrative Officer for procedural matters when no administrative law judge has jurisdiction over an enforcement proceeding; and the Supervisory Counsel and FDIC Ethics and ADR Manager.
Serves as Secretary for meetings of the Board of Directors, including planning, and giving notice of, and attending all Board meetings of the Board of Directors, determining or advising upon parliamentary-type issues during the course of the meeting, recording and safely keeps all votes and the minutes of all meetings as official Board records.
Serves as the FDIC official principally responsible for drafting amendments to the FDIC Bylaws and delegations of authority from the FDIC Board and Chairperson of to corporate officers and division and office directors and periodically serves as head of corporate-wide delegations task forces requiring understanding and coordination of interests of the various FDIC divisions and offices.
Advises the Chairperson, the Board of Directors, the General Counsel, the Legal Division Labor, Employment and Administration Section (LEAS), and the Division of Administration Labor and Employee Relations Section (LERS) regarding circumstances or situations which have resulted or may result in criminal violations of criminal laws or other laws and regulations governing ethical conduct of FDIC employees.
Supports the Ethics and ADR Program Manager as Chair of the FDIC ADR Steering Committee providing annual reports to the FDIC Chairperson and Board of Directors regarding the Corporation's efforts to implement the FDIC Alternative Dispute Resolution Policy and any necessary revisions or actions.
Exhibits leadership skills by discharging all supervisory responsibilities including, but not limited to, assigning and reviewing work, managing performance effectively and providing guidance, counseling and coaching as necessary. Fulfills labor-management relations responsibilities consistent with established practices and procedures. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc. Ensures that programs are administered effectively and in accordance with broadly stated objectives and priorities.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Leadership Experience: Experience in leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members.
Technical Experience: Experience in interpreting and applying relevant laws and regulations and providing advice and counseling to executive leadership on a variety of legal matters impacting the FDIC.
Basic Qualification Requirement: License to practice before the highest court of a state, territory, commonwealth, or the District of Columbia and in good standing.
