Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.
The incumbent of this position serves as a Supervisory Human Resources Specialist in the Recruitment, Outreach, and Employee Benefits Division, Office of Human Capital (OHC), Chief Management Officer, Office of the Chairman, Export-Import Bank of the United States. The Office of Human Capital (OHC) provides leadership and direction in the formulation and implementation of human capital policies, programs, and systems to promote efficient and effective federal workforce management. OHC provides operational support and oversight for the full lifecycle of employment for employees of the EXIM.
The Division is responsible for work that includes recruiting, examining, selecting and placing employees; performing job analysis; participating in workforce planning and analysis; determining appropriate pay system(s), determining occupational groupings and titles and grades of positions; managing and maintaining Human Resource information systems; advising management in identifying, attracting and retaining a high-quality and diverse workforce that is capable of accomplishing the organization's mission; and providing guidance and consultation to employees, former employees, annuitants, survivors, and eligible family members regarding retirement, insurance, health benefits, and injury.
Duties include, but are not limited to:
Supervises and provides technical direction to subordinate staff.
Provides comprehensive and direct advice and guidance to subordinate offices on all facets of the recruitment, staffing and classification programs.
Conducts policy reviews of all HR policies to evaluate effectiveness of current policies and to ensure consistency in their application.
Participates in the conversion of position and pay settings as authorized.
Provides HR strategic advice to Human Capital leadership and other staff managers and supervisors in workforce planning/management and in applying merit systems principles.
Serves as a senior specialist/recognized staff-level authority in other HR specialties, i.e., recruitment and placement, employee benefits, pay administration, HR automated tools, payroll, etc.

Qualifications
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
Experience leading or supervising a diverse team of human resources professionals and being able to provide expert HR advice and exhibit strong leadership skills;
Experience overseeing a full range of staffing, recruitment and placement functions under Delegated Examining, Merit Promotion, and other hiring authorities;
Experience utilizing established quality control processes and procedures to monitor, track and ensure the accuracy of work products for an HR operation; AND
Experience providing expert advice, consultation and operational support in two or more of the following HR functional areas (staffing, recruitment, and placement; hiring flexibilities and authorities; workforce shaping; special placement programs; benefits and retirement; and classification and position management).
Education cannot be substituted for experience at the GS-14 grade level.
