This position is located in the Division of Finance (DOF), Planning & Resource Management Branch of the Federal Deposit Insurance Corporation in Washington, D.C.
Salary reflects a pay cap for this position of $300,000.
Duties
Provides executive oversight to the CFOO's business continuity planning. Provides leadership/direction if implementation of the business continuity plan is necessary.
Serves as the principal advisor of the CFOO for technology innovation and transformation. Develops and implements technological innovation and transformation initiatives and serves as the gateway for activities within the scope of the DOF mission.
Leads and directs strategic planning for the CFOO. Facilitates the establishment and/or update of the CFOO's strategic plan, including establishing the planning framework, reviewing mission and vision statements, and formulating broad goals for long or short-term accomplishment. Monitors the progress on goals and objectives. Works with other FDIC and CFOO staff to develop, implement, and monitor progress of goals and objectives related to Corporate strategic plans.
Directs the CFOO annual budget formulation and implementation process. Works with executive and senior managers to identify new initiatives, projects, or on-going work that will need special funding for the upcoming year. Coordinates the formulation of the annual workload projections. Exercises responsibility for approving the reallocation of budgeted funds to different accounts to cover shortages or to maximize the use of financial resources. Monitors budget performance on a monthly basis.
Provides executive oversight of the planning, direction and coordination of activities associated with the award and administration of CFOO contracts, procurement actions, and other acquisition functions. Establishes improved methods of operation, sets standards of attainment and recommends appropriate venues for the most effective and economical use of CFOO’s resources. Ensures compliance with procurement regulations, established policies and procedures, and sound business practices within the CFOO. Serves as the CFOO's primary liaison for acquisition concerns.
Provides executive oversight on the development and implementation of policies and procedures for the CFOO and provides guidance and technical assistance in the areas of administrative management, including training, travel, and time and attendance; procurement and contracting; facilities/space allocation; records and file management; annual review of CFOO delegations of authority; and the CFOO's memoranda and directives system. Ensures that all administrative operations are executed effectively and in accordance with broadly stated objectives and priorities, as well as with statutory requirements and corporate policy guidelines.
Leads and directs the human resource management program for the CFOO, including all matters involving staffing, position classification, and labor and employee relations. Exercises authority for implementing changes to organization structures, the allocation of human resources, and requests to fill positions.
Represents the CFOO on IT-focused decisional committees, such as the Chief Information Officer Council. Ensures the ongoing system development and maintenance needs of CFOO systems. Ensures that the hardware and software needs of the CFOO are met. Responsible for the maintenance of the CFOO's intranet website.
Exercises supervisory personnel management authority directly or indirectly through subordinate senior managers, to include planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and evaluating work performance and providing feedback. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc. Ensures that programs are administered effectively and in accordance with broadly stated objectives and priorities.

Qualifications
To meet the minimum qualifications, applicants must possess the following leadership and technical experiences. These qualifications would typically be gained through progressively responsible management or executive-level assignments.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Leadership Experience: Experience in overseeing and coordinating the work of organizational units directly and indirectly through subordinate supervisors, including assigning work; directing changes to programs and priorities; and evaluating performance against goals.
Technical Experience 1: Experience in managing and coordinating the programs and resources of a large organization, including effective planning, oversight, and utilization of budget, personnel, human, and financial resources; AND
Technical Experience 2: Experience in leading the long-term IT strategic planning and IT investment planning for a large organization, to include evaluation of enterprise architecture, program/project management, and IT compliance to incorporate data management and analytics, data quality, and data integrity; AND
Technical Experience 3: Experience in developing, maintaining, and overseeing critical business continuity planning and strategy execution of mission-critical responsibilities; AND
Technical Experience 4: Experience in overseeing and coordinating the planning, directing, and coordination of activities association with the award and administration of contracting and procurement actions; AND
Technical Experience 5: Experience in developing and implementing DEIA strategic plans in support of a large organization.
