Duties
The primary purpose of this position is: NORAD and USNORTHCOM Joint Operations Center (JOC) Support Division Chief has authorities and responsibilities to include leading; planning, directing, organizing, and exercising control over supervisory and nonsupervisory employees assigned to the JOC Support Division.
Manages and conducts planning, organizing and overseeing the activities of the JOC Support Division.
Directs and synchronizes the efforts of the JOC Support Division and JOC Director.
As the JOC Support Division Chief, the incumbent is responsible for supervising the development of all initial and recurring training for the Support Division personnel.
Maintains a mission ready status as Deputy Command Center Director (DCCD) by accomplishing certification and crew/watch in the NORAD and USNORTHCOM Joint Operations Center.

This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and suitability requirements of the positions as outlined in DD Form 3207 and sign the DD Form 2365 as a condition of employment.
Designated Proficiency Shift (pro-shift) position. This position is Designated JOC pro-shifter positions will complete Initial Qualification Training, JOC Mission Qualification Training, Mission Certification Training and/or JOC on-the-job training, depending on specific position requirements. As a condition of employment, the incumbent is required to maintain certification with annual evaluations. As part of maintaining crew qualification, pro-shifters will work at least two (2) day shifts, two (2) swing shifts, and two (2) mid shifts every six (6) months. For crew positions maintaining a 12-hour watch schedule, pro-shifters must work at least two (2) day shifts and two (2) mid shifts every six (6) months.
A physical/medical examination is required for pre-employment and as necessary throughout the employee's appointment to the position to ensure physical and mental competence for performing pro-shift duties. Certification of medical readiness, specified on the DD Form 3207, Certificate of Medical Examination, is required as a condition of employment. Any physical/mental condition that would cause the applicant to be a hazard to themselves or others is disqualifying. The incumbent must immediately report any significant changes in health status to their supervisor.
YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
Work may require short notice travel away from the normal duty station to locations within and outside of the Continental United States on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include Examples of my specialized experience include The JOC Support Chief provides oversight for specific crews for NORAD and USNORTHCOM's only 24/7 operational center. Five crews consist of three GS-13 per crew. The incumbent provides strategic and operational concept plans in deliberate and crisis action planning. The JOC provides critical mobility management and oversight, policy review, and planning support at the strategic-theater and operational levels of war, as well as military assistance to civil authorities, Interagency, Land, Maritime, Cyber, Missile, Air and Logistics missions. The incumbent works with the Joint Staff, OSD, NORAD and USNORTHCOM staff, other combatant commands, component service commands, and multiple national and international agencies and departments.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Knowledge of a wide range of all the services military technical methods, principles and practices.
Knowledge gained through experience and/or technical schooling in ITW/AA (Integrated Threat Warning/Attack Assessment) mission, processes and procedures. This includes all applicable ITW/AA and USNORTHCOM computer systems and the communications pathways by which data is transmitted. Skill in oral and written communications. Knowledge of civilian and military personnel management concepts, principles, procedures. Skill to negotiate and defend ideas and support concepts.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
