Incumbent has supervisory responsibilities with MSAs with planning and directing programs at this medical center and the ward administration area. Assignments at this level include but are not limited to: assigning and evaluating the work of subordinate staff, resolving complex problems to ensure patient services are met, evaluating new program products, identifying educational or training needs; evaluating performance, and taking disciplinary action when necessary.

Duties

Incumbent must be able to train staff on the requirements of VHA Scheduling Directives and complete accurate scheduling responsibilities: Schedule appointments accurately in a timely manner. All appointments will be made with the patient's input, prior to discharge. Notifies his/her supervisor when clinic access is less than desirable or if an individual patient cannot be scheduled within mandated clinic timeframes The Supervisory MSA may be asked to participate in the daily huddles and team meetings where patient care planning and management occur. Incumbent will rotate this to assure all MSA staff and in attendance and understand the process. The Supervisory MSA independently manages position responsibilities with little supervision as well as sets priorities and deadlines adjusting the flow and sequencing of the work to meet team and patient needs. The incumbent appropriately identifies and addresses specific, performance-related deficiencies with the employee in a timely manner to ensure employee is given every opportunity to improve to a successful level of performance. The incumbent develops the ability of subordinate staff and others, as appropriate, to perform and contribute to the organization through coaching, mentoring, providing ongoing feedback and by granting opportunities to learn through formal and informal methods. The incumbent appropriately recognizes and rewards employee's contributions and performance in accordance with policy and within established timeframes. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j. Experience/Education: Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR, One year above high school; OR, Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Medical Support Assistant, GS-7. Specialized Experience: One year of experience equivalent to the GS-6 grade level leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Examples of specialized experience includes, but is not limited to: assuring coverage of all areas of responsibility; conducting ongoing reviews to ensure quality of work; ensuring accurate and timely scheduling of appointments; providing guidance to staff members, to include changes in policies and procedures; distributing and balancing workload; creating and maintaining employee work schedules; orienting and providing on-the-job training for new and current employees; ensuring all training requirements are met; organizing the work structure of his/her assigned areas; and acting as a liaison between MSA and staff to resolve day to day conflicts. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty), and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. AND Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below: Ability to provide the full range of administrative and supervisory duties in a patient support setting, which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations. Ability to provide briefings, orientations, staff development, and training related to administrative functions in a patient support setting. Ability to delegate authority, evaluate and oversee people and programs, accomplish program goals, and adapt to changing priorities. Physical Requirements: Medical Support Assistant must be able to operate a computer terminal and be able to manage multiple activities at one time. Work is generally sedentary; however, there may be some walking, standing, bending, and carrying of light items.
