The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Account Executive, you will:
Ensure that all policies and procedures are properly observed, all transactions are conducted with authorized personnel, all records and contracts are complete and up to date, and all customer position limits/risk tolerances are observed
Participate in team discussions, prepare reports for management, represent the Department in discussions with key stakeholders, and provide lender profiles/summaries on an "as needed" basis.
Be responsible for providing recommendations to the Senior Account Executive and/or the Branch Chief for all loan level and deal level credit decision making. Work with Production staff to provide input on new loan applications including information about market conditions, management agent and owner.
Review and analyze property-level financial statements, including monthly accounting reports and other property financial data.
Review borrower requests related to leases, collateral releases/substitutions, letters of credit, changes in property management, reserve/holdback release, loan extensions and loan modifications, interest rate reductions, and other project-related requests and forward to respective approving official.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.
Specialized experience for this position is defined as participating as a team member in the management of moderate-risk multifamily property portfolios to achieve program goals.
Examples of this experience could include:
-Applying statutes, regulations, and procedures governing multifamily housing programs; OR
-Preparing reports regarding a multifamily property portfolio for review by senior team members or managers; OR
-Reviewing financial documents related to property management to extract data for analysis.
OR Education: You may substitute education for general or specialized experience as follows:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
Specialized Experience: For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.
Specialized experience for this position is defined as supporting the administration of a housing program.
Examples of this experience could include:
-Applying statutes, regulations, and procedures governing housing programs; OR
-Assisting in the preparation of reports regarding housing programs for senior team members or management; OR
-Participating in the servicing of housing programs, such as federal housing mortgage insurance programs, federal housing assistance programs, or state or local affordable housing programs.
OR Education: You may substitute education for general or specialized experience as follows:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11 you must have been at the GS-09 level for 52 weeks.
For the GS-09 you must have been at the GS-07 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
