Duties
As a/an Chief Contracting Officer Representative Advocate, you will:
Perform leadership duties as well as programmatic functional requirements and individual contract functions.
Monitor the work and collaboration between designated COR Advocates and the program office in all areas of COR Advocate responsibilities.
Participate with program senior leadership to form, plan, direct, and coordinate long range procurement policies, objectives, plans, and programs for the business planning process, and to integrate these into the overall HUD acquisition projects and programs.
Develop policies and plans for direction, integration, and execution of related acquisition, production, and fielding functions, operations, and activities involved to accomplish assigned missions.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Acquisition planning, execution and reviewing of contractual actions; AND
- Interpreting and applying acquisition policies, procedures, and regulations for an organization; AND
- Serving as an advisor or lead in the planning and execution of contractual actions and phases for an organization; AND
- Developing, implementing, or leading training for an organization or department.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
