The primary purpose of this position is to serve as a Human Resources Specialist (Recruitment and Placement) with responsibility for planning, developing and carrying out the full range of recruitment, placement, and related management advisory services for assigned organizations.
Duties
Provides recruitment and placement services to assigned installation-level organizations.
Performs recruitment and placement, and affirmative employment advisory services.
Participates in special initiatives, studies and projects, and affirmative employment activities.
Prepares written correspondence and other documents.
Requirements
- This position may be obligated to an employee on an overseas assignment with entitlements to return to this position.
- If selected, a signed agreement will be required, acknowledging the potential displacement, under reduction-in-force procedures, if alternative placement cannot be made.
- This position may be approved for remote work and duty location can be negotiated after selection.
- The duty location for this position is Tinker AFB. However, this position is eligible for maximum telework flexibilities. Telework options can be negotiated and implemented after entrance on duty

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
This position may be filled at any of the following levels: GS-7. GS-9, GS-11, or GS-12 (NH-03). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. In order to qualify, you must meet the education and/or experience requirements described below.
SPECIALIZED EXPERIENCE for GS-07: One year of specialized experience equivalent to at least the GS-05 grade level in the Federal service (or equivalent in other pay systems). Specialized experience is experience assisting/supporting in a human resources office, completing and reviewing a variety of human resources forms for relevance and accuracy, applying human resources principles to advise on and/or resolve recurring issues.
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.
OR
Bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, education must have been gained in a curriculum that is qualifying for the position to be filled. NOTE: You must submit a copy of official transcripts.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
SPECIALIZED EXPERIENCE for GS-09: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service (or equivalent in other pay systems). One year of specialized experience must include experience interpreting and applying Federal human resources recruitment & placement, principles and regulations commonly used in the recruitment and placement process; advising management officials on various types of appointments and their appropriate application; creating announcements and processing non-competitive actions in an automated system. This definition of specialized experience is typical of work performed at the GS-07 grade/level position or equivalent in the federal service.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

LL.B. or J.D., if related. NOTE: You must submit a copy of official transcripts.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
SPECIALIZED EXPERIENCE for GS-11: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service (or equivalent in other pay systems).One year of specialized experience must include experience interpreting and applying Federal human resources recruitment & placement; advising management on recruitment strategies to aid in strategic recruitment planning; creating announcements and processing competitive and non-competitive actions to include performing job analyses and developing assessment tools for vacancies. This definition of specialized experience is typical of work performed at the GS-09 grade/level position or equivalent in the federal service.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
SPECIALIZED EXPERIENCE for GS-12 (NH-03): This position will be converted to a NH-3 which is the GS-12 through GS-13 equivalent once the employee is qualified to promote. One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service (or equivalent in other pay systems).One year of Specialized experience must include experience interpreting and applying Federal human resources recruitment & placement; creating announcements and processing competitive non-competitive actions to include performing job analyses and developing assessment tools for vacancies; researching and/or analyzing personnel guidelines reference materials and developing recommendations and solutions to non-routine actions. This definition of specialized experience is typical of work performed at the GS-11 grade/level position or equivalent in the federal service.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-5 level is required to meet the time-in-grade requirements for the GS-7 level. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 (NH-03) level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of the TIG requirement are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of fundamental Federal HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and
analytical techniques.
2. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
3. Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment.
4. Ability to gather and analyze facts, and draw conclusions from information.
5. Ability to communicate information clearly, orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
