About the Position: This position is located in the Defense Health Agency (DHA) under the policy guidance and direction of the Assistant Secretary of Defense for Health Affairs (ASD (HA)) and supports the DHA Labor/Management-Employee Relations. This is not a remote position but telework may be an option; you will be required to report to the office on a regular/recurring basis.

Duties

Develop and recommend plans, policies, and procedures for local administration of the DHA labor relations program. Provide technical advice and assistance to management regarding their rights and obligations under law, regulation, and negotiated agreements. Serve as a subject matter expert for complex employee relations/labor relations issues. Advise management on the interpretation and application of negotiated agreements. Serve as technical advisor to management negotiating teams. Provide advice and assistance to DHA managers and employees in a variety of management labor and employee relations matters such as labor policies, collective bargaining agreements, conduct/performance issues, special leave categories, etc. Work with other offices internal and external to DHA, including the Office of General Counsel, DHA in resolving cases. Provide employee relations training to managers, supervisors and employees as needed. Interface with labor union officials to resolve concerns or provide information. Develop local policies and plans on discipline and adverse action.

Specialized Experience: One year of specialized experience which includes 1) researching and interpreting facts, legal precedents, and/or case law to recommend course of action to managers regarding ER or LR issues; 2) advising managers on discipline and other corrective techniques in response to conduct or performance issues; 3) advising employees and managers on union grievance procedures and options to resolve conflicts or problems; and 4) providing technical guidance, assistance, advice, or training to other employees regarding federal civilian ER and LR matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Employee RelationsLabor RelationsWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
