The primary purpose of this position is to exercise first level supervisory and position management responsibilities over non-supervisory subordinate employees providing planning, directing, organizing and performing technical functions regarding personnel programs within the Force Support Squadron (FSS) mission and functional responsibility.
Duties
Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Plans, organizes, and directs the activities of the Civilian Personnel Programs element ensuring the Civilian Personnel Section complies with legal and regulatory requirements and meets customer needs.
Represents Civilian Personnel with a variety of installation and functional area organizations.
Leads or participates in/on special projects, process action team, ad hoc advisory groups and/or special assignments as requested.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in evaluating reports by analyzing facts and performing appropriate research to prepare detailed responses; Researching and determining or recommending appropriate actions or interpretation of issues that impact organization, installation, command or agency; and Researching, interpreting, analyzing and applying policies and guidance.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and understanding of Federal human resources concepts, practices, and principles as they relate to civilian personnel programs.
2. Significant knowledge of existing Federal human resource directives, executive orders, Air Force directives, and Code of Federal Regulations pertaining to management of civilian personnel programs.
3. Knowledge of existing human resource processes to support a wide variety of civilian personnel programs.
4. Skill in advising management on controversial, complex and sensitive Human Resources matters that could encompass a wide variety of civilian personnel programs.
5. Ability to perform in-depth research, gathers and analyze facts, and communicate information and/or make sound recommendations to management involving complex civilian personnel programs.
6. Ability to effectively and clearly communicate ideas and thoughts with other, both orally and in writing, and to make presentations in a small to large group setting.
7. Knowledge of personnel safety, security and management, EEO regulations, procedures and practices, and Merit System principles and intent.
8. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organizational unit.
9. Ability to utilize AoP concepts and principles to analyze, plan, and adjust work operations to meet unit requirements and objectives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
