This position is located in the Office of Director at VA Kansas City Health Care System - Kansas City VA Medical Center in Kansas City, MO. The Supervisory Public Affairs Specialist serves is responsible for oversight of all media, social media, marketing, public announcements, facility-wide communications, official visits, and public/social events held at the Kansas City VA Medical Center.
Duties

Major duties and responsibilities include but not limited to:
Serving as the manager of an integrated, cross discipline service line comprised of Public Affairs, Medical Media, and Congressional & Stakeholder Relations
Providing oversight and management for public affairs, medical media services, and duplication services within the health care system
Participating at the senior management level within the health care system in overall planning and management activities related to communication, patient education, congressional and stakeholder relations
Managing, coordinating, and leading a complex, technical and diverse program, which encompasses
activities synthesizing Public Affairs, Congressional Liaison, Community Liaison and Medical Media
Service
Developing long range planning and short-term goals and programs required to meet objectives
Serving as the spokesperson for the facility including responding in writing and orally to questions about, or criticisms of, the agency's activities or policies and explaining the VA point of view
Facilitating communication with external and internal stakeholders, and patient education communication
Creating and maintaining a public and community relations program that promotes a positive image, elevates public opinion and provides informative and timely external and internal communications mediums
Providing program direction and guidance to subordinate staff including effectively delegating authority and responsibility needed to carry out assigned tasks
Serving as the Public Information Officer and Spokesperson during times of emergency and participating on the Incident Command Team and is part of the Emergency Operations Center
Managing the commercial printing and outreach advertising budgets, ensuring services' patient education and programmatic needs are appropriately resourced
Overseeing the daily operation of Public Affairs; ensuring that agency policies and priorities are being followed, developing performance standards; and evaluating work performance of subordinates
Developing plans, milestones, and policy for the accomplishment of assigned functions on an immediate and long-range basis
Ensuring that work is performed in a timely and satisfactory manner and reviewing work completed by
subordinates, accepting, amending, or rejecting work as appropriate
Executing administration and personnel management responsibilities related to the accomplishment
of programs
Assuring adherence to budget and safety programs and proper application of such programs
Overseeing all congressional and community stakeholder relations communications, preparing information and preparing speeches, briefings, and testimony for the same
Managing, supervising, and evaluating the program and ensuring effective communication with all both internal and external stakeholders
Developing, coordinating and providing oversight when necessary for health care system/consumer
and congressional briefings and training for all employees
Preparing or directing the preparation of all news releases, media advisories, public service announcements, social media posts and feature articles about the health care system
Developing or directing the development of positive news stories about the facility, its programs, announcements, and patient care activities for local and national media exposure
Serving as the primary health care system liaison with VHA Office of Communication and VA Office
of Public and Intergovernmental Affairs
Managing the graphic design, photography, videography, exhibit management, medical illustration,
audio and video production in support of patient education and VAMC initiatives
Responding to customer needs through a variety of technical, complex medical and communication products for patient education, medical and employee training, and public affairs purposes
Performing other related duties as assigned
Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m.

Qualifications
Minimum Requirement: The following are minimum requirements for appointment as a Supervisory Public Affairs Specialist in the Veterans Health Administration (VHA), which all applicants must met.
Specialized Experience (GS-13): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-12) in the normal line of progression for the occupation in the organization. Qualifying examples of specialized experience would typically include but are not limited to: (1) Utilizing methods in conducting a public affairs program involving public information, internal information and community relations activities for internal and external audiences; (2) planning, writing, and editing a variety of articles, news releases and speeches in conveying information and clarifying an organization's operations and viewpoints; and (3) making oral presentations to inform others of programs, objectives and activities. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The physical requirements include walking, standing, bending, carrying of light items such as medical/administrative documents, and occasionally assisting with a wheelchair. In some instances, relationships with Veterans can become intense and the employee may be placed in a position of stress. This position demands emotional stability.
