Functions as the Regional Public Affairs Director for the NWD, USACE developing and evaluating public affairs plans and programs. Additionally is responsible for leading the regional Public Affairs Community of Practice and working with the District Public Affairs Officers and Specialists in assuring that the Department of Army (DA), U.S. Army Corps of Engineers and Division Public Affairs guidance is effectively disseminated to the media, elected and appointed officials, and the general public.
Duties
Serves as senior regional consultant on public affairs issues to the Northwestern Division. Assists the MACOM in formulating and articulating agency public affairs policy.
Directs a regional program conveying complex information to a broad and diverse public whose interests are often different from those of the agency.
Exercises staff oversight over NWD’s five subordinate district Public Affairs Offices.
Maintains relations with the communications team to develop materials that convey information about complex and controversial agency programs, and encourage affected publics to adopt positions on a variety of issues.
Reviews and analyzes programs and policies and their impact on the way information is disseminated to and the feedback received from elected and appointed officials at the Federal, state and local levels and the media as well as the general public.
Oversees website operations, reviews web content prior to publication, ensures proper metadata is provided for all imagery, and acts as content provider, content manager, and site manager.

Specialized Experience: One year of specialized experience which includes 1) Evaluating the effectiveness of the public affairs program as operated sufficient to develop policy recommendations to improve the internal operation and enhance the overall public affairs program to improve public acceptance of the program; 2) Communicating orally and in writing to develop materials designed to gain public acceptance and support through a better understanding of the project objectives and the immediate and potential benefits; and 3) Analyzing programs to develop recommendations and policy to assist in formulating Public Affairs programs and policies to support the mission objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
