This position is in the Bureau of Population, Refugee, and Migration, Office of the Executive Director (PRM/EX). This position provides bureau support of staffing and recruitment, position classification, performance management, human resources development, benefits management, employee relations, and labor relations.

Duties
Analyzes and resolves broad, complex, controversial and high priority recruitment issues requiring extreme care in problem resolution.
Finalizes the classification for jobs at the grade level to which he/she has been delegated authority and ensures they are maintained electronically.
Conducts technical reviews to ensure performance plans, progress reviews, and summary ratings comply with policies and procedures.
Gathers the facts surrounding the pay problem, researches pertinent guidelines, and discusses issues with Departmental payroll officials to verify that the existing pay is correct or take the necessary action to correct it.

- Must be able to obtain and maintain a Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience interpreting, applying, and advising on appropriate Federal laws, regulations, and policies in at least three HR functional areas; one of which must include: Recruitment and Staffing OR Position Classification (e.g., recruitment and placement, classification, employee relations, performance management, employee benefits.).
Experience resolving complex integrated human resources problems and identifying the most effective approach.
Experience providing authoritative management advisory services of HR functional areas.
There is no substitute of education for specialized experience for the GS-13 position.
