Duties

Participates in the development, execution, analysis, and evaluation of the annual financial and budget programs each fiscal year. Develops detailed comprehensive phasing plans for the fiscal year for all budget categories. Prepares a variety of regular and one-time reports on program status. Reviews and edits budgets, actual cost versus proposed estimated cost, and variances submitted. Analyze basic regulations, directives, program guidance, fiscal and budgetary policies and guidelines established by higher echelons. Presents timely and meaningful analysis to the supervisor/lead.

Requirements

• Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 1 year by a current permanent Army employee.
• Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This position requires incumbent to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report(OGE450) upon entry, and annually thereafter.
• This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 1 certification within 12 months of being placed on the position.
• If position is made permanent, completion of the Department of Defense(DoD) Financial Management (FM) Certification Program is required. Failure to obtain these certifications within the required time may subject the incumbent to adverse action.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work oft he position, such as: Business Administration, Finance, or Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.Tocompute the percentage of the requirements, divide your total months of experience by12.Then divide the total number of completed graduate semester hours(or equivalent) beyond the first year(total graduate semester hours minus 18) by18. OR Education: Ph.D or equivalent doctoral degree or3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Finance, or Accounting.(Note: You must attach a copy of your transcripts.)
