About the Position: The Watervliet Arsenal is an Army-owned and-operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813.

Duties

Participates in the development, execution, analysis and evaluation of the total annual financial and budget programs. Analyzes, monitors, and tracks expenses and net operating results to ensure sufficient, proper distribution and utilization of funds throughout the execution phase of the annual budget. Performs analysis of performance, program status, trends against programmed missions, and utilization of resources in relation to program accomplishments and mission objectives. Performs complex tasks and analysis involving planning, development, formulation, presentation, and execution of the operating budget.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 2 certification within 24 months of being placed on the position.

(2) Developing procedural guidance on budget requirements to meet program requirements; (3) Applying legislative mandates and policies affecting budgetary processes to formulate budget estimates; and (4) Reviewing current and prior year program execution to ensure regulatory compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationBudget ExecutionConcepts, Policies, and Principles of BudgetFundamentals & Operations of Budget Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
