About the Position: The Watervliet Arsenal is an Army-owned and-operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813.
Duties
Participates in the development, execution, analysis and evaluation of the total annual financial and budget programs.
Analyzes, monitors, and tracks expenses and net operating results to ensure sufficient, proper distribution and utilization of funds throughout the execution phase of the annual budget.
Performs analysis of performance, program status, trends against programmed missions, and utilization of resources in relation to program accomplishments and mission objectives.
Performs complex tasks and analysis involving planning, development, formulation, presentation, and execution of the operating budget.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 2 certification within 24 months of being placed on the position.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of Specialized experience which includes (1) Analyzing estimates to identify imbalances among program areas. (2) Developing procedural guidance on budget requirements to meet program requirements; (3) Applying legislative mandates and policies affecting budgetary processes to formulate budget estimates; and (4) Reviewing current and prior year program execution to ensure regulatory compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
