Duties

You will provide supervision and management support of sonar tactical decision aids and mission planning software embedded in submarine, surface ship, and surveillance sonar systems. You will manage project planning process ensuring execution of standard operating procedures and good project management practices. You will manage software and system design, development, integration, testing, and certification. You will be responsible for branch personnel actions including recruiting, hiring, promotions and performance management. You will be responsible for employee development including mentoring, identification of advancement opportunities and work assignments. You will manage branch physical and information security. You will be responsible for review and approval of branch leave requests.

Qualifications

This is an interdisciplinary position and may be filled by a General Engineer (0801-series), Computer Engineer (0854 series), or Computer Science Series (1550 series) depending upon the qualifications of the candidate. Applicants in positions with occupational series other than those listed may apply; however, you must apply directly to the series listed in this vacancy that is most applicable to your qualifications. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the ND-4 pay band (GS12 and GS13 equivalency) in the federal service or equivalent experience in the private or public sector as a professional engineer or scientist providing supervision and management support utilizing extensive knowledge of underwater acoustics and ship/submarine signatures. For the 08XX, Professional Engineering Series:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

1550-Computer Science Series:
A degree in computer science; or a degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus.
