You will serve as the Chief Technology Officer (CTO) of Naval Surface Warfare Center Carderock Division (NSWCCD).

Duties

You will serve as a national expert in applying science and technology to the research, development, test and evaluation of surface and undersea platform mobility systems and associated maritime systems. You will provide operational capabilities and technology integration throughout the entire acquisition life cycle, spanning pre-Milestone A activities thru Milestone C in-service engineering and system disposal. You will lead multi-disciplinary teams and tasking across the NSWCCD departments and product lines. You will provide for the stewardship of NSWCCD technology efforts and capabilities by leading the Divisions S and T community of practice and providing leadership and guiding the future direction for technology investments. You will serve as the owner for NSWCCD's technology transfer program, work with private parties agreements, the command's innovation initiatives, and the Command's science and technology processes and policies.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote, hostile, or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration: 1. Demonstrated broad knowledge of Navy Surface Ships, Undersea Platforms and unmanned vehicles and associated mobility systems and the underlying science and engineering disciplines. 2. Demonstrated ability to understand emerging technology, along with the military capability it will provide, and develop plans for potential technology transition into existing programs of record that have national significance. 3. Demonstrated ability to develop and execute strategic investment plans that result in the adoption of new and advanced technologies as well as skill development and improved scientific learning. 4. Demonstrated ability to provide authoritative, expert technical advice and recommendations on matters related to technologies and technical competencies related to state-of-the-art science and technology (S&T) work. 5. Demonstrated ability to coordinate and lead diverse teams and build partnerships across the Naval Research and Development Enterprise (Navy SYSCOMS, Warfare Centers, ONR, NRL), NAVSEA, the Fleet, industry, and academia. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 0801 Professional Engineering Series:
A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or
(II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
(III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or
(IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

For 1301 General Physical Sciences Series: Successful completion of a degree in physical science, engineering, or mathematics that includes 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; or, a combination of education and experience in one of the above majors that includes at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

For 1520 Mathematics Series:
A. Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.-or-B. Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.

For 1550 Computer Science Series:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable.
