You will serve as a Program Manager in the Consolidated Card Program Management Division (CCPMD) of CNSSC OPERATIONAL SUPPORT FIELD.

Duties

You will serve as the Navy's Government Travel Charge Card (GTCC) Component Program Manager (CPM). You will act as the liaison between DTMO and affiliated DoD, DON, Federal agencies or program participants as applicable. You will provide fraud or audit analysis by performing data analysis to identify questionable transactions and/ or patterns of suspicious activities. You will lead a team of contractors and GS civilians who are responsible for all Navy Centrally Billed, Individually Billed, and PCS Accounts. You will review Navy and bank/card provider training materials, notifications, policy updates, and program parameters to ensure current travel charge card policy and program management requirements are accurately documented and communicated.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.

Qualifications

Your resume must demonstrate at least one year of specialized Logistics Management Specialist experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector demonstrating expert knowledge of DOD and DON Program Management principles and techniques, to include project management, financial, contracting and logistics processes to manage the Travel Card Program. Your resume must demonstrate all of the following: 1) Performing program and financial analysis for the travel card management program. 2) Significant organizational and communication skills. 3) Extensive knowledge in IBA and CBA management. 4) Experience working with high level stakeholders and be able to communicate Navy's priorities in a meeting forum. 5) Excel in Task Management and Issue Resolution and be able to apply these skills to the entire team.
