This position is a Financial Analyst located in the Accounting Section under the Financial Management Service at the New Mexico VA Health Care System. As Financial Analyst, the employee is responsible for analysis and review of special projects, preparing reports with corrective actions as necessary, and ensuring work assignments of the section are carried out in conformance with federal appropriations law, financial regulations, policies, and monitors financial indicator reports and procedures.
Duties
Major duties include, but are not limited to:
Conducts limited studies and analyses to develop required data and information for reporting purposes and prepares administrative reports.
Creates reports that detail the purpose for which funds were obligated and expended.
Designs, compiles, analyzes and interprets statistical information relevant to resource management and uses it to make or recommend changes to correct deficiencies to immediate supervisor and upper management officials within the medical center.
Uses interpretive skills to follow a variety of technical manuals and instructions, medical center policies, public laws, legal guides, and established procedures.
Downloads data, examines the various control point accounts and obligations and prepares reports to reflect the source of any discrepancies or corrective action needed to prevent recurrence and provides summary data to the respective service lines and other staff.
Analyze financial indicators and other data to measure effectiveness of existing processes.
Support planning, design and execution of process improvement opportunities.
Interacts with cross functional teams to include other services in the medical center, the VISN, CPAC, and contracting personnel to ensure business processes and rules are aligned, adjusting documentation accordingly streamlining processes.
Performs higher level technical administrative duties in support of budget, accounting, auditing, and/or financial management functions, and serve as section coordinator when section supervisor is absent.
Assist the Chief of Accounting and Accountants in providing training to staff on accounting and budget subjects.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday to Friday, 8:00 a.m. - 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05.
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-07
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Interpreting standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations to provide guidance to customers, formulating budgets and cost estimates to support plans, programs, and/or activities evaluating budget requests for completion and compliance with financial regulation.
OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement (TRANSCRIPT REQUIRED).
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond bachelor's degree (TRANSCRIPT REQUIRED).
GS-09
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze and review of special projects, preparing reports with corrective actions as necessary, and ensuring work assignments of the section are carried out in conformance with federal appropriations law, financial regulations, policies, and monitors financial indicator reports and procedures to ensure that operations are in conformance with proper internal control procedures.
OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related (TRANSCRIPT REQUIRED).
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond masters level (TRANSCRIPT REQUIRED).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is 35-40 hours of work per week. Part-time experience will be credited since time spent in appropriate activities. Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is mostly sedentary, although there may be some nominal walking or standing for short periods of time. The work involves coping with complex, persistent demands from a variety of sources that can be regarded as a high-pressure work situation. Good eyesight and hand dexterity is necessary to allow for reading from and accessing information from the various computer systems. Good hearing and speech abilities are necessary to handle the extensive telephone and face to face contacts. Work sometimes requires long hours to meet project deadlines and to devise corrective action for unexpected technical crises.
