The position is within National Nuclear Security Administration (NNSA), U.S. Department of Energy, Office of Secure Transportation (OST), Office of Training and Resources (OTR), Resources Division (RD), Acquisition and Funds Management Branch (AFMB), in Albuquerque, NM.
Duties
- Serves as a Financial Specialist with responsibility of the Strategic Partnership Program (SPP) to execute financial transactions such as sponsor's funding, track, and monitor obligations and expenditures, and closeout of proposal.
- Execute financial reconciliation and processing of invoice payments based on terms & condition of various contract instruments.
- Subject matter expert on all matters pertaining to travel and payroll for the federal workforce and administration of the organization's payroll & travel program including development of organizational policies, procedures, and manual based on research and application of federal laws, Code of Federal Regulations, and agency policies.
- Experience with oral and written communications at various levels of internal and external departments/agencies to present fact finding, defend decisions, and/or interpretation/applicability of law, policies, and regulations to all levels of the organization.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS12. Specialized experience for this position is defined as:
Examples of Specialized Experience:
1. Interpreting federal regulations, policies, procedures, such as but not limited to the Federal Travel Regulations, Title 5 Code of Federal Regulations, and Fair Labor Standards Act by selecting, applying guidelines, and resolving conflicts between applicable guidelines to provide advisement to all levels of the organization with regards to travel and payroll.
2. Experience in government budget and financial management to compile, analyze, evaluate, reconcile, and report data of multiple funding accounts as it relates to invoice payments based on contract terms and conditions using financial and contractual management principles, concepts, regulations, policies, and practices.
3. Interpreting federal regulations, policies, procedures with regards to the Strategic Partnership Program to provide guidance to program managers in program execution to support mission goals.
