Duties
This Accountant position is located Direct Reports, Chief Finance Office, Financial Management Division, Financial Policy & Travel Branch, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Ensure policies are consistent with federal laws and regulations as well as DHS Headquarter Policy. Applies a wide range of qualitative and quantitative methods to define, plan, and organize assigned resources and identify property areas that need special emphasis or improvement. Develops and provides effective methods to task, review, and assess support work, solve managerial and financial problems, and answer a wide range of formal and informal questions and data calls from all levels of operations, management, and customers.
Knowledge of Financial Management policies and regulations. This includes continuous review of progress reports, program evaluation reports, and special reports from other functional elements within Financial Management, Program Operations, and other functional elements outside of Financial Management.
Resolves issues and concerns related to special projects. Recommends courses of action to implement solutions to identified problems. Regularly works with coworkers, management officials, program offices, and industry partners and influences others to implement findings and recommendations to ensure reporting objectives are achieved and consistent with organizational goals and objectives.
Work with the Office of Management and Budget (OMB), Financial Accounting Standard Board (FASB) and other financial management regulatory body to write TSA policy documents.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Note: The duties are at the full SV-J performance level.
Qualifications
In addition to the minimum qualifications described above, you must meet the following specialized experience to be considered qualified for the position:
Basic Education Requirements
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to the Basic Education Requirements, to qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such specialized experience is defined as:
Experience in the areas of programming, financial management, policy analysis or program evaluation. AND
Experience reviewing, developing, and approving financial policy plans/directives for an organization.
Experience applying accounting principles to analyze and resolve accounting/financial issues.
In addition to the Basic Education Requirements, to qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such specialized experience is defined as:
Experience in the areas of programming, financial management, policy analysis or program evaluation. AND
Experience reviewing, developing, and approving financial policy plans/directives for an organization.
Experience applying accounting principles to analyze and resolve accounting/financial issues.
Experience with oral and written communication; developing standard operating procedures (SOPs), reports, presentations, and other correspondences.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
