Duties
This Accountant position is located in Direct Reports (DR), Chief Finance Office (CFO), Financial Management Division (FMD), Internal Control & Audit Policy (ICAP), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Additional duties include but are not limited to:
Performs assignments that regularly require interpretations of internal and external policies and extrapolations from precedents.
Independently, plans and carries out assignments, coordinating the work with others (both external and internal partners) as necessary, and interpreting policy on own initiative in terms of established objectives.
Develops new procedures and analyses/evaluates programs and issues to plan, schedule and carry out major projects and studies concerned with accounting, financial management and organizational effectiveness.
Responds to internal control reviews and financial statement auditor requests, develops, and implements moderately complex corrective plans to address material weaknesses and/or reportable conditions identified in the financial reporting process, and develops and recommends approaches to address current and anticipated problems and issues. Identifies, researches, evaluates, and recommends innovative options on proposals for solutions of difficult financial management problems, identifies the need for, and recommends modifications or improvements to financial/accounting procedures, polices, and systems, and often represents the organization as a principle point of contact to provide advice and guidance on the applications of policies and procedures.
Provides guidance and training for accounting related activities, performs and reports on all appropriate accounting functions and activities, and provides expert guidance and instruction both internally and externally to address diverse and complex issues that often cross multiple projects, programs, and/or functional areas. As assigned, performs special projects.
Ideal Candidate: The ideal candidate for this position has strong customer service, communication, analytical, and collaborative skills. They will possess a demonstrated ability to build strong working relationships with internal and external customers, as well as demonstrated experience in directing the preparation and presentation of oral and written briefings to executive leadership, program office leadership, and representing the agency to external stakeholders. Additionally, the candidate will have demonstrated experience project management experience, ensuring the timely management of audit process requests, including the development of official responses to audit issues and findings. A broad understanding of polices with respect to financing program operations and accounting systems is key to success in this positon.
Qualifications
In addition to the Basic Education Requirements, to qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as:
Experience analyzing unprecedented/unique situations and/or conditions to identify deficiencies in accounting policies, procedures, operations or systems; and recommending solutions to accounting problems to enhance the validity, accuracy and integrity of accounting processes.
Experience independently working with auditors on issues related to financial reporting, internal controls, and implementing financial management requirements for their organization.
Experience serving as a staff expert and advisor to senior management on accounting concepts, techniques and procedures, and financial management issues.
Experience with oral and written communication with a diverse audience; coordinating internal trainings/briefings with senior management on accounting related activities.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:
Basic Education Requirements
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
