Duties

Completes, verifies, and processes all documentation associated with the movement and shipment of freight. Classifies and determines legally applicable and most economical rates and routes for shipment of freight by any or all modes of transportation involving a wide variety of commodities. Identifies the need for specialized transport equipment, and coordinates arrangements for the materials with other activity personnel and with carriers. Processes customer requests for various shipments of hazardous, oversized, heavy haul, classified, and urgent-release materials not covered by standing route orders. Compiles and analyzes factual information to document deficiencies or areas of non-compliance and develops recommendations for action. Performs the more complex transportation assignments and resolves a wide range of customer complaints and problems. Develops, maintains, and compiles regulations, methods, practices, and statistical data for multiple transportation reports. Examines and processes transportation discrepancy reports including but not limited to late shipments, shortages, overages, services to be provided, documentation, and the availability of equipment. Utilizes computer database management, word processing, electronic spreadsheets, and other software applications. If selected at the GS-06 level, the above responsibilities will be performed in a developmental capacity.

  • This position and any future selections from this announcement may be used to fill various shifts located within DLA Distribution Puget Sound, Washington.
  • Must be able to obtain and maintain a valid Material Handling Equipment (MHE) license.
  • Must be able to obtain and maintain licenses and/or certifications required by the installation, federal, state, and local laws.
  • Must be able to obtain and maintain a valid state driver’s license/certification to operate government vehicles.
  • Must be able to obtain and maintain a valid local state driver's license as a prerequisite for MHE operation.

Qualifications

To qualify for a Transportation Assistant, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-06 level, applicants must possess one year of specialized experience equivalent to the GS-05 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-07 level, applicants must possess one year of specialized experience equivalent to the GS-06 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-06: Determines the most efficient economical rates and routes to final destination involving domestic inbound and export shipments. Classifies, rates, routes, and moves a wide range of commodities including hazardous material. Researches an extensive body of transportation regulations, methods, and practices to develop and compile a wide range of transportation data necessary for reports and resolving a wide range of problems. GS-07: Executes application of transportation regulations, policies, methods, procedures, and practices. Reviews rules and manuals governing entitlements, and documentation requirements for domestic and/or foreign relocation/freight shipments within established timeframes. Determines the appropriate shipping methods and coordinates with various personnel on needs for special packaging, handling, loading, and other equipment including extremely fragile, high hazard, or temperature sensitive materials. B. Education Substitution: As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Stands on hard surfaces for extended periods of time. Work requires bending, stooping, and working in tiring and uncomfortable positions, many times all at the same time. Lifts and carries items weighing up to 40 pounds which may be bulky, stored on pallets. Uses weight handling equipment or receives assistance from other workers for items heavier than 40 pounds. Moderate physical effort is used in operating hand and foot controls when operating materials handling equipment. Work Environment: The incumbent must demonstrate the ability to work collaboratively with coworkers and be able to communicate effectively orally and in writing. Works outside and inside in areas that are hot, damp, cold, drafty, and poorly lighted. Subject to cuts, scrapes, bruises, muscle strain, noise, abrasions, falls, and injury from falling stock. The incumbent is required to go to warehouses and loading docks to obtain information and must exercise care when working around materials handling equipment, and freight. The incumbent is required to wear protective clothing or equipment. Must possess or be able to obtain and maintain all appropriate state and government licenses. Working conditions are a normal part of the job and are considered in the evaluation of the position. OTHER SIGNIFICANT FACTS: The following are required for retention in the position: Must obtain and maintain appropriate license/certification to operate all materials handling equipment.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
