The incumbent will develop, implement and evaluate procedures affecting functional activities within the Compensation & Pension (C&P) Section of the Ambulatory Care Service (ACS) to enhance practice and provider productivity,
Duties
Duties include but are not limited to:Plan, schedule, and carry out major projects concerned with the analysis and evaluation of programs or organizational effectiveness. Analyze and evaluate, on a quantitative or qualitative basis, the efficiency and effectiveness of programs or operations in meeting established goals and objectives while ensuring that pertinent laws, regulations, policies and precedents are followed. Will develop new or modified work methods, organizational structures, management processes, and staffing patterns, procedures for administering programs, services, guidelines and procedures for staff working in all areas of C&P.Supervise personnel in C&P, including position description review and creation, hiring, training, assigning functional responsibilities; ensuring duties are being performed as assigned, disciplinary actions, mentoring, etc. Advises Administrative Officer and C&P Section Chief on changes to organizational structure of C&P by developing detailed organizational charts, including justification and explanation of how to optimize organization and distribution of functions, staffing activities and organizational structure,The incumbent has the responsibility of responding to VISN and V ACO requests for operational reports as requested, often on short notice. Develop, implement and evaluate administrative procedures to ensure that C&P is in line with VISN and VACO performance measures and monitors. Analyze and evaluate the effectiveness of the C&P program to establish goals and objectives for improvement. Gather data and prepare weekly C&P reports for the VISN and monthly reports for Central Office. Will train personnel and providers on C&P processes. Interface with VBA Regional Office to develop initiatives to improve the C&P process. Use comprehensive knowledge of VA policies, regulations and precedents applicable to C&P to conduct quality reviews on C&P examinations and release the completed exams to the Regional Office. Develop, plan, implement, coordinate and maintain the use of all clinical and administrative Veterans Information System and Technology Architecture (VistA) software and personal computer packages.Performs supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Prepares perfon11ance evaluations of subordinate workers. Assigns and reviews work performed bysubordinates based on priorities, selective consideration of the difficulty and requirements of assignments and capabilities of the employee. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands, and recommends action in more serious disciplinary matters. Identifies developmental and training needs of employees, providing or managing for needed training. Approves leave and ensures that all necessarypositions are manned at all times.
Work Schedule: Monday - Friday, 7:30a.m. - 4:00p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Gathering data and preparing weekly and monthly reports; Review and create position descriptions; experience with supervising personnel; Veterans Information System and Technology Architecture (VistA) software and personal computer packages experience; Experience with approving leave; experience with supervising and training personnel..

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or two (2) full years of graduate education from an accredited institution with coursework directly related to the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation..

Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and graduate education, as described above, that demonstrates your ability to perform the duties of a Supervisory Program Specialist GS-9.
