The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.

Duties

Major Duties and Responsibilities: Provide expert direction, leadership, and oversight within Facilities and Mission Services (FMS), as the Chief Customer Service. Lead Customer Service Areas of Responsibility (AOR) in the planning, evaluation, award and administration of the Operations Support Services contract (PIVOT). Lead as a Technical Monitor or Alternate Contracting Officer in the Administration of the PIVOT contract post award. On behalf of Facilities and Mission Services, develop and manage a strategic transition plan migrating customer service responsibilities from the current service provider (CRI) to the PIVOT contract prior to 31 March 2026. Develop and manage a strategic transition plan migrating the EXCALIBUR virtual customer request platform from the CIA/CRI to ODNI-CIO. Oversee, manage, and guide the execution of strategic plans establishing ODNI Customer Service as Best in Class. Lead efforts to interface with ODNI Protocol and other key ODNI stakeholders and Intelligence Community (IC) elements to coordinate ODNI special events and conferences. These events will be directly supported by the PIVOT contract, which may require additional coordination with outside support vendors requiring additional funds to support the event. In a role as Alternate Contracting Officers Representative for Customer Support, this position will be required to provide cost estimates ahead of an event, secure funding, approve expenditures and final reconciliation of event funding. Supervise, develop and evaluate line employees; provide substantive feedback to include career development and skills development. Lead and oversee teams to provide communication with customers ensuring that customer expectations are consistent with realistic time and cost projections and solicit customer feedback to assess customer satisfaction. As Chief Customer Service, develop in coordination with FMS data integration and visualization officer, a virtual dashboard displaying, daily operating status, work request metrics, and conference and special events area metrics. Provide a monthly overview of special events cost expenditures, strategic transition progress, and challenge areas.

Expert ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal and professional development of all levels of personnel.
