This senior level position is in the Farm Credit Administration (FCA), Office of Secondary Market Oversight (OSMO). The incumbent serves as the Deputy Director for OSMO, acting as an alter ego to the OSMO Director in planning, directing, and overseeing day-to-day operations of OSMO, including the examination, supervision and oversight of the Federal Agricultural Mortgage Corporation (Farmer Mac).
Duties
The Deputy Director's responsibilities include the following:
Participates with the OSMO Director, Chief Executive Officer (CEO), Chief of Staff (CoS), Farm Credit Administration Board and senior management in short and long-range planning for changes in functions and programs, and evaluation of program goals in terms of efficiency and effectiveness in meeting Agency objectives.
Supervises directly, or through subordinate managers, staff of professional and support personnel. Hires, assigns duties and responsibilities, evaluates employee performance, recommends training/developmental activities, promotes, rewards and conducts disciplinary measures as necessary.
Serves as the principal advisor to the OSMO Director, senior-level managers and executives on Federal Agricultural Mortgage Corporation (Farmer Mac) oversight, including related policy, regulations and examination-related work. Recommends allocations of all human and material resources necessary to accomplish Office and program goals.
Supervises staff assigned to regulation development and policy study workgroups, and assists in the coordination of OSMO's regulation development for Farmer Mac to assure that the agency's Farmer Mac regulatory initiatives are completed in accordance with FCA Board and OSMO Director policy objectives.
Provides monitoring and oversight to ensure that the requirements of law and regulation related to Farmer Mac are met and that the Corporation's reports accurately reflect its performance and condition. Apprises the Director of significant issues related to the Corporation.
Requirements
- Must be a U.S. citizen.
- One year supervisory or managerial probationary period, unless previously served.
- Suitability for Federal employment, as determined by a background investigation.
- Submission of a financial disclosure report may be required.
- Males born after 12-31-59 must be registered for Selective Service.
Qualifications
You may qualify at the VH-43 band level if you have one year of specialized experience equivalent to the VH-41 (GS-15) band or higher in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes:
Experience working securities transactions, securitizations, the U.S. Commercial Code or Government Sponsored Enterprises (GSEs, including Farmer Mac, the Farm Credit System, Fannie Mae and Freddie Mac as examples) sufficient to advise on emerging economic and financial trends or other risk factors.
Experience in writing a variety of documents including Federal regulations, transaction documentation, examination guidance, reports, memorandums, briefing papers, correspondence, proposals, or recommendations.
Experience developing and making recommendations on an annual budget
Experience in short and long-range planning for changes in functions and programs, and evaluation of program goals in terms of efficiency and effectiveness in meeting objectives.
Experience to include review of capitalization, liquidity, securities issuance and transactions for the review and formulation of policy and regulations, and for the furtherment of overarching GSE-related safety and soundness examination goals.
Experience exhibiting leadership on behalf of the Director at various forums and meetings
