This position is located in the U.S. Government Accountability Office, Strategic Planning and External Liaison (SPEL) Office. As the Administrative Management Specialist you will be responsible to lead and direct SPEL's programs around standardization of operations; development and enforcement of complex business functions and programs.
Duties
As the Administrative Management Specialist, MS-0301-2, your typical work assignments may include the following:
Develop, oversee and direct all aspects of Strategic Planning and External Liaison (SPEL) compliance, standards, and risk management program.
Oversee and direct compliance, standardization, budgeting, planning, monitoring, financial controls and risk management in accounts receivable and SPEL budget lines, including those covering complex international programs, external entities, and international organizations.
Oversee and direct the work of SPEL's communications, protocol, sensitive document, administrative, travel and security operations (and supervises staff managing those programs) to assure standardization and compliance with applicable laws, policies and regulation.
Direct staff in risk management of complex and high-risk operations associated with external communications, sensitive documents, protocol operations and representation for senior executives and Executive Committee Members, and security.
Oversee and direct the work of external auditors and tax preparers providing audit and tax services for the International Journal of Government Auditing.
Direct and oversee standardization of SPEL's budgeting and contracting, which includes working with the Office of the Comptroller General on budget formulation and managing accounts payable.
Provide oversight of complex contracting programs with internal and external entities, monitor transactions, and develop and maintain financial controls.
Serve as contracting officer's representative (COR) for SPEL contracts. Monitors that contractor performs the technical requirements of the contract in accordance with the contract terms, conditions, and specifications.
Monitor contract performance for risk and compliance issues. Review and evaluate any aspect of the contract and its performance, including problem areas, proposals, and technical issues.
Conduct market research and develop requirements for major information technology procurements.
Direct the work of professional translators for all agency foreign language translations, including audit engagements approved for translation by the Chief Operating Officer.
Oversee and direct the work of translators providing foreign language support and translation services for the International Journal of Government Auditing.
Represent the SPEL Managing Director in high-level meetings on compliance and risk management with other senior executives involving GAO-wide initiatives, SPEL programs, SPEL leadership meetings, and other sensitive meetings.
Supervisory responsibilities include assigning work, establishing performance criteria and standards, evaluating performance, providing technical and administrative advice and assistance as needed, resolving work problems presented, resolving complaints and grievances, providing staff development and initiating improvement plans, and taking disciplinary actions when appropriate.
Responsible for directing improvements in operating procedures and processes.
Identifies areas of inefficiency and responds with recommendations to the Managing Director on improvements.
Qualifications
You may qualify at the BAND MS-II level, if you fulfill the following qualification requirements:
Minimum Qualification Requirement: Applicants must have 1 year (52 weeks) of specialized experience at the next lower band or level equivalent to GS-14, MS-1, PT-III, PE-IIB in the federal service, or comparable private/public sector. Specialized experience defines as experience leading efforts in the standardization of operations and enforcement of compliance policies related to budget, financial management, human capital and internal controls; provide recommendations to higher level agency personnel regarding compliance and risk management in operations and effectively representing an organization in communicating with senior government, non-profit and private sector officials.
