This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Incumbent serves as Chief of Administration, Forensic Toxicology Drug Testing Laboratory (FTDTL), Fort Meade, MD.
Duties
Serve as the technical administrative expert, responsible for performing, providing, obtaining, and advising on a variety of management services and health services.
Assist in the identification, implementation, and maintenance of organization information privacy policies, and procedures in coordination with organization management and administration.
Conduct analysis on operations such as organizational structure, mission statements and personnel.
Require a general knowledge of the overall missions, organization, programs, and requirements.
Confer with and advises the Commander and staff on policy matters of administration, which have a major effect on mission readiness and business operations.
Coordinate, prepare, and plan the annual Command-operating budget by developing cost account analyses, projections, and justifications.
Serve as primary Billing Official for FTDTL GPC program.
Serve as contracting officer representative (COR) and is responsible for drafting and managing FTDTL contracts in conjunction with supporting Contracting office(s).
Perform administrative and management functions, including personnel staffing and personnel management
Advise staff members on policies, procedures, and organizational structure.
Supervise administration section personnel (e.g. purchasing agent, management support specialist, etc.)
Requirements
- You will be required to provide proof of U.S. Citizenship.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation may be required
- Incumbent must obtain and maintain a government license.
- Temporary Duty (TDY) or business travel requirement of 25% or less of the time may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) managing or directing administrative operations and conducting program development, analysis, and/or evaluation functions for the health care program; 2) developing and/or implementing standard operating procedures for health care program improvement ; and 3) advising on policy matters of medical facility administration which have a major effect on mission readiness and business operations.
