About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Cyber Command, Fort Meade, MD.
This position will be filled on a permanent basis.
Duties
Develop goals and objectives integrating organization and Command Surgeon objectives and Command operational objectives.
Identify and analyze established programs within the DoD, Defense Health Agency, and medical infrastructure of the military Services.
Collaborate with commanders to identify and document what medical issues may affect Command personnel, as well as what medical support resources are available at geographic locations.
Define and lead implementation of plans to assure the medical readiness of USCYBERCOM personnel likely to be identified to participate in such missions.
Participate in and contribute to job design and analysis.
Identify, track, and evaluate federal regulations and policy directives that touch on public health and other medical issues.
Develop Command-level policy and process directives required to implement medical readiness and public health-related programs and business practices consistently.
Participate in special projects, assessments and initiatives and perform special assignments.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination.
- Must be able to obtain and maintain access to NSA.
- Incumbent may be required to travel approximately 10% of the time and may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- Incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.
- Position must be manned under all weather conditions for reasons of continuity of medical, safety, national defense, and other crucial operations. Incumbent is required to remain on duty or report to work regardless of any general announcement.

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.
Specialized experience would be demonstrated by 1) Conducting business process modeling to determine requirements integration for management processes and in support of policy development in the health care field; 2) working with facility managers analysis and/or coordination of administrative, clinical, or other service activities, recommending resolution of difficult and sensitive policy issues and actions; 3) providing guidance, planning and assessment in the administration of health promotion and preventative programs; and/or 4) preparing Government-wide, agency or facility systems requirements in various administrative areas such as budget, personnel, and procurement.
