This position is Term Not to Exceed 13 Months with the possibility of annual extensions. It is time limited and may be extended up to a maximum of 8 years.
Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.
Duties
Confer with members of various staff offices to discuss effect of changes in policies, doctrine, and regulation, and furnish guidance in revising or developing new plans.
Provide continuity and background knowledge of emergency response operations.
Prepare, coordinate, execute, and review plans for emergency management operations, including the MAHC Emergency Operations Plan (EOP).
Serve as the clinic’s principal representative on a wide variety of city, county, state, and federal emergency preparedness committees, working groups and advisory boards.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position may require the incumbent to complete a one year supervisory probationary period.
- Incumbent is considered a Key Essential Employee (KEE). A person designated as KEE may be a military or civilian person. KEEs perform functions that are Key to the proper functioning of the organization’s Mission Essential Functions (MEFS).
- Position requires incumbent to travel approximately 10% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes utilizing emergency management databases for emergency services protocols, assisting in the development of emergency medical response plans within a medical treatment facility, and coordinating emergency response and preparedness training, exercises, or drills.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: emergency management, public safety or public health. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
