About the Position: The incumbent performs supervisory duties and applies a practical knowledge of engineering methods and techniques for oversight and surveillance of contracts to ensure compliance of their specifications and provisions, as well as state, federal, and Army requirements to ensure accuracy and compliance with guidelines.

Duties

Support personnel and/or programs to ensure efficient utilization of government resources. Manage the technical and administrative operations of the Contract Management Branch offices. Participate in employment decisions such as interviews, selection, appointment, promotion, and/or reassignment. Develop evaluation systems to inspect and/or review contracted services. Evaluate completed work for technical soundness, appropriateness and conformity to policy and requirements. Determine work requirements, personnel needs, priorities, and deadlines for office operations. Responsible for the oversight of contractual work carried out by subordinate staff. Monitor the regular inspection of contracted services such as, the maintenance, repair and/or modification of facilities, utilities, equipment, and/or services for a major military installation.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • To avoid conflicts between duties and financial interest, this position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the employee to maintain or obtain and maintain a Contracting Officers Representative (COR) certification within 4 months of employment.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position is designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
