This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer.

Duties
As a Supervisory Human Resources Specialist, you will:
Plan and direct the work of the branch. Develop human capital program guidance that supports Departmental activities and initiatives, is responsive to client's requirements, reflects current Federal policy, and is integrated with other Division, Office of the Chief Human Capital Officer (OCHCO), and Federal initiatives and programs.
Furnish authoritative functional advice on human capital policies, procedures, and the policy development process. Advise the Chief Transformation and Strategy Officer (CTSO) on complex proposals, cases, and issues. Ensure that team activities and programs satisfy agency and OCHCO objectives and comply with governing laws, regulations, and policies.
Make decisions or advise the CTSO, Deputy Chief Human Capital Officer (CHCO), and the Chief Human Capital Officer (CHCO) on highly visible issues under the purview of the team and resolves controversial cases. Apply senior-level experience, broad knowledge of human capital management, a keen understanding of organizations served, knowledge of precedents, and sound judgment to deliberations.
Identify opportunities to improve the quality and utility of human capital policies and procedures. Work closely with the CTSO and counterparts to develop strategic, long-term, and short-term plans for programs. Recommend new organizational initiatives and important changes to current policies, procedures, and activities.
Establish and maintain productive relationships with other key members of the Division and OCHCO staff, representatives of other agencies, HUD executives, other agency managers, and members of administrative staffs.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Responsibility for the authoritative interpretation of federal-wide human capital requirements and title V-based federal human capital statutes, and regulations; AND
- The development and implementation of human capital policies Departmentwide or across multiple agencies or bureaus (or the equivalent).
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
