Duties

GS-11: The primary purpose of this position is: To serve as a Human Resources (HR) Specialist in Classification with responsibility for planning, developing, and carrying out the full range of position classification and position management advisory services for assigned organizations. Duties: GS-07: Performs classification assignments. Provides position management advisory services. Participates in special initiatives, studies, and projects. Prepares written correspondence and other documentation. GS-09: In a developmental capacity, provides classification services for positions in installation-level organizations. In a developmental capacity, provides position management advisory services. Participates in special initiatives, studies and projects. Prepares written correspondence and other documentation. GS-11: Provides position classification services to assigned organizations. Provides position management advisory services. Participates in special initiatives, studies, and projects. Prepares written correspondence and other documentation.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201. SPECIALIZED EXPERIENCE (GS-07): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes experience assisting/supporting in a human resources office, completing and reviewing a variety of human resources forms for relevance and accuracy, applying human resources principles, and practices to advise on and/or resolve non-complex, non-controversial, well-precedent factual, procedural, and/ or recurring issues. OR EDUCATION: Successfully completed at least one (1) full year of graduate level education or have superior academic achievement. (NOTE: You must submit your transcripts.) S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. YOU MUST SUBMIT TRANSCRIPT OR DOCUMENTATION SHOWING YOUR MEMBERSHIP IN HONOR SOCIEITY. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) (GS-07): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic Federal HR classification techniques. Ability to communicate factual and procedural information clearly, orally and in writing. Ability to gather and analyze facts and draw conclusions from information. Ability to identify instances of poor position management. Ability to consult effectively with co-workers and specialists in other offices. Ability to work as a member of a team. SPECIALIZED EXPERIENCE (GS-09): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience in planning, developing, and carrying out position classification such as determining title, pay plan/pay schedule, series, grade level/pay band, skill codes, and Fair Labor Standards Act (FLSA) coverage AND position management advisory services. OR EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (NOTE: You must submit your transcripts.) OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education. (NOTE: You must submit your transcripts.) KNOWLEDGE, SKILLS AND ABILITIES (KSAs) (GS-09): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of fundamental Federal HR classification and position management principles, policies, practices, methods, and analytical techniques. Ability to gather and analyze facts and draw conclusions from information; and to communicate information clearly, orally and in writing. Ability to consult effectively with co-workers and specialists in other offices. Ability to work as a member of a team. SPECIALIZED EXPERIENCE (GS-11): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Federal HR classification and position management concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities and resolve classification issues which often require the making of fine distinctions in the proper crediting of factor levels and allocation of grade levels to positions. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (NOTE: You must submit your transcripts.) OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education. (NOTE: You must submit your transcripts.) KNOWLEDGE, SKILLS AND ABILITIES (KSAs) (GS-11): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the full range of classification and position management principles, concepts, practices, and techniques, and of the relationships of other HR specialties to classification. Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound decisions involving position management problems. Ability to maintain harmonious relations with managers, supervisors, employees, co-workers and others, to ensure cooperative resolution of conflicts, and to provide effective coordination of activities. Ability to express ideas and concepts orally and in writing, and to ensure understanding and acceptance of findings in reports. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. GS-07: One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. GS-09: One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. GS-11: One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
