Duties

As a Health Communications Specialist you will: Plans, applies, and evaluates various communication science and marketing techniques to achieve optimal program results and promote positive health outcomes. Coordinates and conducts activities related to long- and short-range planning; program and project development, implementation and evaluation; audience research; and translation and dissemination of scientific information to audiences in a variety of formats. Develops, implements, and manages national communication and marketing programs, projects and initiatives for various audiences, including demonstration projects. Ensures that health communication activities are based on accepted theory, principles, methods, and practices. Guides the development, testing, and dissemination of scientific information and audience-based products, tools, and messages (i.e., via written, electronic, and audiovisual formats). Develops messages and materials that are valid and consistent with program objectives and are based on communication and marketing theory and principles as well as audience research (including concept, message, and Web-usability testing). Ensures products are targeted or tailored for diverse audiences (for example, messages and materials address cultural and socioeconomic challenges to effective communication and consider the diverse interests, needs, concerns, and priorities of population segments). Conducts and manages audience research and program evaluation activities for health communication and marketing. Research includes formative, process, and impact evaluation and qualitative and quantitative methods. Analyzes the current context or situation (including Web analysis); identifies gaps in knowledge about audiences; collects feedback from consumers; monitors channel use (such as website and public inquiry systems) as well as the use of communication materials and media coverage; collects information and integrates results with the planning and development of health communication and marketing strategies and messages; tests concepts and messages and makes revisions; and plans, manages, and conducts a summative evaluation of campaigns and programs.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: independently developing, implementing, and evaluating strategic communication and marketing plans, and products used to inform a variety of audiences about global public health programs, issues, and services for HIV/AIDS programs in particular. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
