This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Planning, Research, and Evaluation (OPRE), located in Washington, District of Columbia.

Duties
This position serves as a technical advisor to the Deputy Assistant Secretary for Planning, Research, and Evaluation and to provide expert advice and support in planning and developing major research and evaluation projects, establishing policy and programmatic priorities, coordinating the conduct of cross-cutting assignments, and addressing administrative priorities, particularly in the area of early childhood, child abuse and neglect and human trafficking within human services programming.
Duties may include, but are not limited to:
Ensures that major and significant projects are initiated and performed within overall guidelines established by the Deputy Assistant Secretary.
Develops or review major documents and reports that are to be sent to senior-level officials within ACF, HHS, or other federal departments and shared with the public.
Represents OPRE with internal, other federal, public, and private stakeholders.
Consults, coordinates, and negotiates with officials of ACF, the Department, other Federal agencies, State and local agencies, grantees and contractors concerning research, evaluation, and analysis related to ACF programs and the populations they serve.
Applies knowledge of research, evaluation, or data related to the diverse populations served by ACF programs.

Qualifications
Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.
Basic Requirement: You must meet one of the items listed below (A, B, or C):
A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. (Must provide transcripts)
B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript)
C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Specialized Experience:
GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing each of the duties listed below:
Overseeing the analyses or studies of the quality, performance, implementation, and/or impacts of organizational programs;
Directing the administration of funding through grants, contracts, cooperative agreements, or interagency-agreements; and,
Performing a full range of management duties such as planning work to be accomplished by employees, setting and adjusting short- and long-term priorities and preparing schedules for completion.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
