Duties

This International Relations Specialist position is located in Operations Support, Policy, Plans and Engagement (PPE), International Policy and Programs Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Provides technical guidance regarding the full range of transportation security rules, regulations, policies, and procedures related to international multilateral organizations, conducts briefings on international transportation security issues for senior leadership that are the subject of discussion in international multilateral fora. Works closely with all levels of TSA personnel in the field and at headquarters to ensure a broad knowledge of United States Government (USG) multilateral interest and consistent messaging at international multilateral fora. Contacts are internal and external, and the incumbent may act as a point of contact to provide advice and guidance on the applications of policies and procedures. Coordinates work with other Transportation Security Administration (TSA) departments/divisions and USG agencies to ensure effective development of transportation security positions and policy related to international organizations. Plans and carries out moderately complex and all-inclusive analyses involving global transportation security programs, plans, and initiatives for the purpose of supporting (USG) agendas being pushed at international multilateral fora using comprehensive technical knowledge and experience. Prepares briefing papers, memoranda, and other documents for senior leadership on transportation security initiatives that are raised in international multilateral fora. Work is reviewed rarely, typically though status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities are clear and concise. Note: The duties are at the full SV-I performance level and the SV-H is the developmental grade level leading to such performance.

In addition to meeting the basic requirements, you must meet: For this position, you must meet one of the requirements below for consideration in the SV-0131 occupational series. A. Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR B. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education. OR C. Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. In addition to the Basic Education Requirements, to qualify at the SV-H (GS-12) grade level Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-G (GS-11) in the Federal service. Specialized experience MUST include all the following: Analyzing security programs, plans, and initiatives for the purpose of developing effective transportation security policies; and Providing guidance or advice on international transportation security rules, regulations and polices; and Preparing documents and briefing material for senior leadership on international initiatives. In addition to the Basic Education Requirements, to qualify at the SV-I (GS-13) grade level Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-H (GS-12) in the Federal service. Specialized experience MUST include all the following: Collaborating with foreign counterparts to support and implement international transportation security standards and best practices; and Providing guidance or advice on international transportation security rules, regulations and polices; and Preparing and delivering briefings, issue papers, and/or discussion points for senior officials on international engagements. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
