Duties

This International Relations Specialist position is located in the Policy, Plans and Engagement, International Policy and Programs Division, Multilateral Policy & Engagement branch, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Provides technical guidance regarding the full range of transportation security rules, regulations, policies, and procedures related to international multilateral organizations, conducts briefings on international transportation security issues for senior leadership that are the subject of discussion in international multilateral fora. Works closely with all levels of TSA personnel in the field and at headquarters to ensure a broad knowledge of Government multilateral interest and consistent messaging at international multilateral fora. Contacts are internal and external and the incumbent may act as a point of contact to provide advice and guidance on the applications of policies and procedures. Coordinates work with other Transportation Security Administration (TSA) departments/divisions and Government agencies to ensure effective development of transportation security positions and policy related to international organizations. Plans and carries out moderately complex and all-inclusive analyses involving global transportation security programs, plans, and initiatives for the purpose of supporting Government agendas being pushed at international multilateral fora using comprehensive technical knowledge and experience. Prepares briefing papers, memoranda, and other documents for senior leadership on transportation security initiatives that are raised in international multilateral fora. Work is reviewed rarely, typically though status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities are clear and concise.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position with limited supervisor. Such experience includes: Analyzing security programs, plans, and initiatives for the purpose of developing effective transportation security positions and policies; and Providing technical guidance on international standards, recommended practices, agency rules, regulations, policies, and/or procedures; and Preparing documents and briefing material for senior leadership on international initiatives. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes: Collaborating with foreign counterparts on international transportation initiatives; and Providing guidance or advice on international transportation security rules, regulations and polices; and Preparing and maintaining briefings, issue papers, and/or discussion points for senior officials on international engagements. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Education

In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:

BASIC REQUIREMENT: For this position, you must meet one of the requirements below for consideration in the SV-0131 occupational series.

A. Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods;

OR B. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education;

OR C. Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs
